MINUTES – REGULAR MEETING
SEPTEMBER 10, 2024

Mayor Pro-Tem Ben Jackson called the meeting to order at 4:30 p.m.
ROLL CALL
C. C. A. O. Tyler Johnson conducted the roll call. A quorum of the Commission was present.

BUSINESS/ACTION ITEMS
APPROVAL OF MINUTES
The August 27, 2024 Commission Meeting minutes were presented for approval. Commissioner Norton made a motion for approval of the minutes and his motion was seconded Commissioner Leavell. Motion carried unanimously.
The second reading was conducted by City Attorney John Singler regarding Ordinance 24-05—AN ORDINANCE AMENDING THE REGULATIONS ON TEMPORARY STORAGE UNITS AND DUMPSTERS. This will allow the permits to extend from 30 days to ninety days. After some discussion and questions asked by resident John May, Commissioner Leahy made a motion for approval and passage of Ordinance 24-05. Her motion was seconded by Commissioner Norton. Motion passed unanimously.
C. C. A. O. Tyler Johnson—Management Report
C. C. A. O. Tyler Johnson reported the group who is constructing the playground at Our Savior Lutheran property has requested that they have a table at the Hurstbourne picnic on September 22, 2024 because they lack funding to complete the project. After much discussion, Mayor Pro-Tem Jackson made a motion to allow the group to have an informational sharing table at the City of Hurstbourne picnic on September 22, 2024 because the benefit of the playground is for all children not just a few. His motion was seconded by Commissioner Leavell. Motion passed unanimously.
C. C. A. O. Tyler Johnson introduced resident Tiffany Simpson who had applied for a permit for her patio pavilion with a pergola. City Engineer Chris Crumpton explained the renderings of the patio and with some discussion, the permit was approved.
C. C. A. O. Tyler Johnson reported that a tenant had renewed his three-year lease and currently all the offices are leased. He reported that a current tenant has taken over the leasing of two other office suites, which have been included under his current lease that has 6 months remaining.

MAYOR’S REPORT
Mayor Masick was absent; therefore, there was no report.
PUBLIC SAFETY REPORT – Commissioner Norton
Commissioner Norton stated he had no report.
GENERAL GOVERNMENT REPORT – Commissioner Jackson
Mayor Pro-Tem Jackson has no report.
PUBLIC WORKS – Commissioner Leavell
Commissioner Leavell had no report.
CODE ENFORCEMENT/SANITATION—Commissioner Leahy
Commissioner Leahy had no report.
ATTORNEY’S REPORT – Attorney John Singler
City Attorney John Singler had no report.
CITY ENGINEER’S REPORT—Chris Crumpton
City Engineer Crumpton reported the city’s road paving will begin in approximately four weeks and the culvert project on Nottingham is ongoing. He stated he had heard from MSD regarding the Seaton Springs Court Creek improvements and the project is awaiting approval from their board.
TREASURER’S REPORT – Treasurer Mike Rhodes
City Treasurer Mike Rhodes reported there had been two recent investments; a Treasury Bill for $508,000 at 4.96% for 4 months and another $354,000 at 4.95% for 3 months.
Mayor Pro-Tem Jackson made a statement regarding the August 27, 2024 Finance Committee Meeting minutes. He asked that the minutes reflect the Finance Committee’s decision to allow the City Treasurer to purchase Treasury Bills at the market rate at time of purchase without needing formal approval each time from the Finance Committee. C.A.O. Johnson indicated he would correct the minutes with the change.

At 5:05 p.m., Commissioner Norton made the motion to adjourn. His motion was seconded by Commissioner Leavell. Motion carried unanimously.
