Mayor Pro Tem Ed Dahlem called the meeting to order.
ROLL CALL
C.A.O. Leidgen conducted the roll call. Present were: Mayor Pro Tem and Commissioner Ed Dahlem; Commissioners Earl Hubbuch, Ben Jackson, and Lois Wagner; and C.A.O. Jim Leidgen. Mayor Bob English, Attorney John Singler, and Treasurer Bill Bennett were not in attendance. A quorum of the Commission was present.
PLEDGE
The Pledge of Allegiance was led by Mayor Pro Tem Dahlem.
RECOGNITION OF GUESTS
City Engineer Chris Crumpton spoke later in the meeting.
APPROVAL OF MINUTES
Commissioner Wagner made the motion to approve the Minutes of August 26, 2014. Her motion was seconded by Commissioner Hubbuch. Motion carried.

ATTORNEY’S REPORT – Attorney Singler
No Attorney report.
ADMINISTRATOR’S REPORT – C.A.O. Leidgen
C.A.O. Leidgen reported there is a shortage of salt supply for the roads during winter weather and that this situation may require the City of Hurstbourne to purchase salt in bulk up front.
After a discussion, it was decided that Mr. Leidgen should look into other options.
C.A.O. Leidgen brought the Commission up-to-date on some of the enforcement issues before the City.

PUBLIC WORKS REPORT – Commissioner Wagner
Commissioner Wagner distributed to the Commissioners examples of cost-sharing programs that nearby communities have adopted to assist residents with the purchase of trees. There was discussion about these various programs and how Hurstbourne might create a similar program. Commissioner Wagner then made the motion for the City to initiate a new Street Canopy Campaign pilot program this fall where Hurstbourne residents shall be offered the option to purchase from a list of pre-selected trees (up to a total of 50 trees for the program), with a limit of two trees per residence, on a 50/50 cost sharing basis with the trees to be planted at approved locations in front or side yards facing the street. Her motion was seconded by Commissioner Hubbuch. Motion carried. The actual terms of the agreement with the residents will be worked out before the trees are distributed.
The city-wide picnic will be held on Sunday, September 14.
City Engineer Chris Crumpton reported that Hall Contracting has completed the paving and is painting the striping on Liberty Lane and at several stop bars.
Official notification has been received that Louisville Metro will contribute $26,000 in matching funds to Hurstbourne for the ADA Sidewalks Improvement Project. Lawrence & Associates will be the contractor for Louisville Metro in their project. Engineer Crumpton presented a revised estimate for the work to be done in Hurstbourne based on Metro’s unit pricing. Commissioner Wagner then made the motion that Hurstbourne contract with Lawrence & Associates at those same rates; her motion was seconded by Commissioner Hubbuch. Motion carried.
Plans for the proposed entrances on Linn Station Road at Hurstbourne Lane were distributed to the Commissioners. Mayor Pro Tem Dahlem suggested that the two side walls on the north entrance were too long and since there was time to make an addendum to the specifications, he made the motion to decrease the length on those two sides to fifteen feet (15’) each. The motion was seconded by Commissioner Wagner. Motion carried.
CODE ENFORCEMENT/SANITATION REPORT – Commissioner Jackson
The City’s junk pick-up day will be on October 11.
PUBLIC SAFETY REPORT – Commissioner Hubbuch
Commissioner Hubbuch reported there had been a serious accident on Linn Station Road today.
