REGULAR MEETING
OCTOBER 24, 2023

Mayor Mary Masick called the meeting to order at 4:30 p.m.

ROLL CALL
C. A. O. Tyler Johnson conducted the roll call. A quorum of the Commission was present.

The pledge of allegiance was led by Mayor Masick.

No guests were present.
BUSINESS/ACTION ITEMS
APPROVAL OF MINUTES
The October 10, 2023, minutes were presented for approval. Commissioner Norton made a motion for
approval of the minutes and his motion was seconded by Commissioner Leavell. Motion carried
unanimously.
C. A. O. Tyler Johnson—Management Report
C. A. O. Tyler Johnson reported that Country Squire would begin installing the holiday lights next week,
starting with the large trees. Mayor Masick asked if they were being installed at the same price as last
year. C.A.O. Johnson replied that it was the same price per the contract signed last year.
C.A.O. Johnson reported that a Veteran’s Day parade will be held Saturday, November 11, starting in
Middletown. The parade route will pass by Hurstbourne on Shelbyville Road, going toward downtown.
Residents will be encouraged to view the parade from the Whittington Parkway/Shelbyville Road
intersection. The Commission requested that the city staff notify residents of the parade with a Reach
Alert reminder.

APPROVAL OF M.O. 23-30 – RELATING TO SPURPLUS PROPERTY WITHIN THE CITY OF
HURSTBOURNE
A copy of M.O. 23-30 was given to each Commissioner for review and discussion. C.A.O. Johnson
explained that the city had an old TV that was inoperable and an old copy machine that was replaced
earlier this year. Both items are considered surplus property – the TV will be disposed of in the proper
manner, while the copier will be listed for purchase or donation to another government entity. If no one
claims it, then the copier will also be disposed of as well.
Commissioner Leavell made a motion to approve M.O. 23-30, and his motion was seconded by
Commissioner Norton. Motion carried unanimously.
COMMISSION REPORTS
MAYOR’S REPORT
Mayor Masick reported that she attended the latest forum with Mayor Greenberg, where discussion
occurred regarding affordable housing, the upcoming state legislative session, and crossing guards at
schools in Louisville.
The Commission asked C.A.O. Johnosn to contact Lowe Elementary and get information on their need
for crossing guards, and how the city could be of help if needed.
CODE ENFORCEMENT/SANITATION REPORT – Commissioner Norton
Commissioner Norton did not have a report.

GENERAL GOVERNMENT REPORT –Commissioner Jackson
Commissioner Jackson was absent; no report given.
PUBLIC SAFETY – Commissioner Leavell
Commissioner Leavell reported on the Finance Committee’s previous meeting and shared information
regarding the city’s past investments and their performances. He requested that a copy of the Finance
Committee minutes be included in the next Commission meeting packet for review by the entire
Commission.
PUBLIC WORKS—Commissioner Wagner
Commissioner Wagner was absent; no report given.

ATTORNEY’S REPORT – Attorney John Singler
City Attorney John Singler reported that he had been in contact with attorneys representing a property
owner regarding a property cleanup in the city. The attorneys asked for a second extension and was
granted one after C.A.O. Johnson reviewed the work done at the property and determined it was sufficient
enough to warrant another extension.

CITY ENGINEER’S REPORT—Chris Crumpton
City Engineer Crumpton was absent; no report given.
TREASURER’S REPORT – Treasurer Mike Rhodes
City Treasurer Mike Rhodes was absent; no report given.
OTHER NON-BUSINESS/ACTION ITEMS
Discussion occurred regarding the cancellation of Commission meetings around the holiday seasons in
November and December. Commissioner Norton made a motion to cancel the 2 nd Commission meeting in
November and December. The motion was seconded by Commission Leavell. The motion carried
unanimously.
ADJOURNMENT
At 5:04 p.m. Commissioner Norton made the motion to adjourn. His motion was seconded by Mayor
Masick. Motion carried unanimously.
