Mayor Pro Tem Ed Dahlem called the meeting to order.
ROLL CALL
C.A.O. Leidgen conducted the roll call. Present were: Mayor Pro Tem Ed Dahlem; Commissioners Ben Jackson and Lois Wagner; Attorney John Singler; Treasurer Bill Bennett; and C.A.O. Jim Leidgen. Mayor Bob English and Commissioner Earl Hubbuch were not in attendance. A quorum of the Commission was present.
PLEDGE
The Pledge of Allegiance was led by Mayor Pro Tem Dahlem.
RECOGNITION OF GUESTS
There were no guests who wished to speak to the Commission.
APPROVAL OF MINUTES
Commissioner Jackson made the motion to approve the minutes of the October 8, 2013 regular meeting of the City Commission; his motion was seconded by Commissioner Wagner. Motion carried.
TREASURER’S REPORT – Treasurer Bennett
Treasurer Bennett presented the City’s financial statements for the period ending September 30, 2013. He reported that approximately 90% of the property taxes have been collected. Total Assets as well as Total Liabilities & Net Assets were just under $3 million. To a question from Commissioner Jackson, Mr. Bennett and C.A.O. Leidgen said that certain bank charges needed explanation. Additionally, the posting of interest on some of the CDs is confusing. Mr. Leidgen said he has had some dialogue with bank officials, will follow up with them again and have the issue clarified at the next Commission meeting.
Commissioner Jackson suggested that the financial statements be printed in such a way that it is easier to determine how much of each budgeted line item is spent each month (for example, a three month budget vs. three months expenses). Currently, the statements indicate the amount that has been spent of the total budgeted figure, but not a monthly percentage. Mayor Pro Tem Dahlem said the monthly percentage figure may not be very helpful as many large expenses may be paid only once each year. However, he said Commissioner Jackson’s suggestion would be considered when the next budget is generated.
BUSINESS ITEMS
Municipal Order 13-32 Relating to Check Register Approvals for September 2013. Commissioner Wagner made the motion to approve MO 13-32; her motion was seconded by Commissioner Jackson. Motion carried.
ATTORNEY’S REPORT – Attorney Singler
Attorney Singler reported that the hearing before the Code Enforcement Board regarding property located on Leicester Circle is scheduled for November 6.
Two nuisance letters have been sent – one individual responded and was given extra time; there has been no response from the second individual and Mr. Singler will follow up on that matter.
Attorney Singler said he will soon start the process of updating all of the City’s ordinances.
ADMINISTRATOR’S REPORT – C.A.O. Leidgen
C.A.O. Leidgen reported he has not yet gone to press with the next Hurstbourne Herald, but will do that as soon as he has received all of the necessary information.
Mr. Leidgen presented the Service Request – Call Traffic Log.
Mr. Leidgen also reported that there have been a number of recent car break-ins in the City and he had recently sent out a Crime Alert to warn citizens of that. There was discussion as to when Crime Alerts should be issued.
The Jefferson County League of Cities annual dinner and program will be held on November 21st in the City of Jeffersontown. C.A.O. Leidgen asked Commission members to let him know if they will be attending.

CODE ENFORCEMENT/SANITATION REPORT – Commissioner Jackson
To a question from Commissioner Jackson, Attorney Singler explained the procedure that is used when residents’ taxes become delinquent.
PUBLIC WORKS – Commissioner Wagner
Commissioner Wagner brought to the meeting a couple of signs that she had removed from the City’s rights-of-way, and she asked C.A.O. Leidgen to either send letters or make phone calls to those individuals to advise them that the City will be picking up such signs in the future.
Commissioner Wagner and Mr. Leidgen are working with a lighting specialist to get recommendations regarding lighting enhancements to entrances in the City.
