Mayor Mary Schneider called the meeting to order at 4:30 p.m.
ROLL CALL
C.A.O. Leidgen conducted the roll call. A quorum of the Commission was present.

PLEDGE
The Pledge of Allegiance was led by Mayor Mary Schneider.
RECOGNITION OF GUESTS
Mr. Jeff O’Brien and Mr. Joe Haberman from Louisville Metro, 444 South 5th Street, addressed the Commission regarding the Comprehensive Plan 2020. They distributed a power point program which provided a summary of updates and the City has 90 days to review the plan and adopt it. City Attorney John Singler distributed a 36-page document highlighting areas of changes and operative rules. He stated that all cities in the Metro area will need to adopt the plan and Hurstbourne should have an ordinance on the agenda in two weeks and be prepared to take action.
APPROVAL OF MINUTES
Commissioner Wagner made the motion that the minutes of the April 24, 2018 regular meeting be approved. Her motion was seconded by Commissioner Jackson. Motion carried unanimously.

City Engineer Chris Crumpton stated he will soon have a report regarding the road closures.

CITY PICNIC
- A. O. Jim Leidgen asked for finalization on the date for the picnic. Commissioner Hubbuch made a motion to set Sunday, September 9, 2018 as the date for the City picnic. His motion was seconded by Mayor Schneider. Motion carried unanimously. Commissioner Wagner inquired about the annual city-wide yard sale. C.A.O. Jim Leidgen replied that June 9, 2018 was the set date.
MAYOR’S REPORT
Mayor Schneider reported that Thursday, May 17, 2018 at 7 p.m. is the next monthly meeting of the Jefferson County League of Cities. The guest speaker will speak on the current drug crisis in Louisville.
PUBLIC SAFETY – Commissioner Hancock
No report.
PUBLIC WORKS—Commissioner Hubbuch
Commissioner Hubbuch reported that MSD placed a metal retaining fence at the end of Colonel Anderson Parkway and South Lyndon Lane. He also complimented Bill Stoll and his crew on the excellent work performed on pot hole repairs in the City.
GENERAL GOVERNMENT REPORT – Commissioner Jackson
No report; however, Commissioner Jackson reported that Representative Julie Adams contacted him and stated that the sound barrier wall extension project had been put in this year’s state budget.
CODE ENFORCEMENT/SANITATION REPORT – Commissioner Wagner
No report. Commissioner Wagner gave an update on the Topgolf project proposed to be built at the former Sears building at Oxmoor Center. She reported that numerous signs displaying opposition to the project had been stolen from residents’ yards.
ATTORNEY’S REPORT – Attorney Singler
City Attorney Singler discussed changes to Ordinance 18-01 AN ORDINANCE CREATING A RESTRICTED ACCOUNT FOR DRAINAGE IMPROVEMENT PROJECTS IN THE CITY OF HURSTBOURNE He stated item (b) should read: Immediately transfer $200,000 from the City’s current cash reserve into the bank account which has the Hurstbourne drainage improvement fund. In section (c) In each annual budget ordinance enacted after the effective date of the ordinance, the City Commission shall transfer $100,000 for the improvement fund. In section (d) The City Commission may waive the $100,000 allocation but only after passage of a Municipal Order by the City Commission stating the reasons for the waiver. The City Commission may transfer funds out of the restricted account and use those funds for general fund expenses but only after the passage of the Municipal Order by the City Commission stating the reasons for the transfer.
With these changes, Commissioner Hubbuch made a motion to pass Ordinance 18-01; his motion seconded by Commissioner Jackson. C. A. O. Leidgen conducted a roll call vote: Mayor Schneider—yea, Commissioner Hancock—yea, Commissioner Hubbuch—yea, Commissioner Jackson—yea, and Commissioner Wagner—yea. Ordinance 18-01 was enacted with a 5-0 vote.
CITY ENGINEER—Chris Crumpton
The NDF grant application for sidewalks, curbs, and gutters is completed and will be submitted in order to procure funding for these projects.
TREASURER’S REPORT – Treasurer Bennett
No report.
ADMINISTRATOR’S REPORT – C.A.O. Leidgen
Mr. Leidgen distributed Ordinance 18-02 AN ORDINANCE RELATING TO THE ADOPTION OF THE CITY OF HURSTBOURNE AD VALOREM TAX ASSESSMENT AND THE LEVYING OF AD VALOREM TAX THEREON FOR CITY PURPOSES FOR THE FISCAL YEAR ENDING JUNE 30, 2019. Commissioner Hubbuch made a motion for first introduction and reading of Ordinance 18-02, but after some discussion, he withdrew his motion. After further discussion about the upcoming tax rate and the timeline of ordering the tax bills, Commissioner Hubbuch again made a motion for introduction and first reading of Ordinance 18-02; his motion seconded by Commissioner Wagner. Motion passed with Mayor Schneider and Commissioner Jackson abstaining.
In addition, Mr. Leidgen distributed Ordinance 18-03 AN ORDINANCE ADOPTING AN ANNUAL BUDGET FOR THE CITY OF HURSTBOURNE FOR THE FISCAL YEAR JULY 1, 2018 TO JUNE 30, 2019. The Commission decided to review the budget prior to having introduction and first reading in June.
