MINUTES – REGULAR MEETING

ROLL CALL
City Clerk conducted the roll call at 4:30 p.m. A quorum of the Commission was present.

No guest speaker made a presentation to the Commission.

BUSINESS/ACTION ITEMS

APPROVAL OF MINUTES
The May 12, 2026, Commission Meeting minutes were presented for approval. Commissioner Jackson made a motion to approve the minutes. Motion was seconded by Commissioner Leahy. Motion carried unanimously.

APPROVAL OF DEPARTMENTAL ACH EXPENSES
After reviewing the departmental ACH expenses, Commissioner Jackson made a motion to approve the payments for processing by the Financial Manager. Commissioner Leavell seconded the motion, and the motion passed unanimously.

BUILDING PERMIT – 400 Edinburgh Place – Garage Addition
After reviewing the application, all materials provided, as well as commentary from the property owner and neighboring residents at 402 Edinburgh, Commissioner May made a motion to take from the table the permit application. Motion died with no second. Applicants and neighboring homeowners were encouraged to negotiate a compromise in the design and applicant stated that they will resubmit with the agreed upon changes at a later date.

ORDINANCE 26-05 AMENDING CHAPTER 113 – First Reading
City Attorney John Singler presented for first reading Ordinance 26-05 AN ORDINANCE RELATING TO AMENDING CHAPTER 113 for solicitation. Commissioner May made motion to introduce the Ordinance for first reading. Motion was seconded by Commissioner Leavell. Motion passed unanimously.

ORDINANCE 26-06 ADOPTION OF THE AD VALOREM TAX – First Reading
City Attorney John Singler presented for first reading Ordinance 26-06 AN ORDINANCE RELATING TO THE ADOPTION OF THE CITY OF HURSTBOURNE AD VALOREM TAX ASSESSMENT AND THE LEVYING OF AD VALOREM TAX THEREON FOR CITY PURPOSES FOR THE FISCAL YEAR ENDING JUNE 30, 2027. After discussion, the City Administrator recommended that the city take the allowed 4% rate by state statute, which would result in lowering the tax rate to .148%. Commissioner Leahy made a motion for introducing the ordinance with a tax rate of .148% for first reading. Her motion was seconded by Commissioner Jackson. Motion passed unanimously.

ORDINANCE 26-07 ADOPTING AN ANNUAL BUDGET – First Reading
City Attorney John Singler presented for first reading Ordinance 26-07 AN ORDINANCE ADOPTING AN ANNUAL BUDGET FOR THE CITY OF HURSTBOURNE FOR THE FISCAL YEAR JULY 1, 2026 TO JUNE 30, 2027. Commissioner Jackson made a motion to introduce the Ordinance for first reading. Motion was seconded by Commissioner Leahy. Motion passed unanimously.

AMERICA 250 Draft Agenda
The draft agenda for the July 3, 2026 event to commemorate America 250 was presented for review. Discussion was had on the key parts of the event and Commissioners were offered the opportunity to volunteer for various roles for the event day.

CAO TYLER JOHNSON – MANAGEMENT REPORT
CAO Johnson reported on meeting with ISCO golf tournament organizers and updating the correspondence to be sent to residents in advance of the July tournament at Hurstbourne Country Club. Letters will be mailed out to residents explaining the temporary parking permit system to be implemented again this year. CAO Johnson gave an update on the relocation of a speed radar sign from Linn Station Road to the 500 block of Nottingham Parkway in order to gather new speed data from this area. CAO Johnson reminded the Commission that the city’s Shred Event Day is Saturday, June 6, 2026 from 9 a.m. to 12 p.m.

COMMISSION REPORTS

MAYOR’S REPORT – Mayor Masick
Mayor Masick shared concerns brought forth by Commissioner May regarding the annual review process for the City Administrator. The process was briefly explained as outlined by the Hurstbourne Personnel Manual.

GENERAL GOVERNMENT REPORT – Commissioner Jackson
Commissioner Jackson had no report.

CODE ENFORCEMENT/SANITATION – Commissioner Leavell
Commissioner Leavell had no report.

PUBLIC SAFETY REPORT – Commissioner Leahy
Commissioner Leahy had no report.

PUBLIC WORKS – Commissioner May
Commissioner May had no report.

ATTORNEY’S REPORT – Attorney John Singler
City Attorney Singler had no report.

CITY ENGINEER’S REPORT – Chris Crumpton
City Engineer Crumpton reported on a meeting held with MSD regarding creek repairs and improvements at a handful of locations. Further information on these initiatives will be presented at a later date. He also shared he was working on the entrance improvement data and would have entrance design options to share at the next meeting that would aim to give continuity and consistency to the multiple city entrances.

TREASURER’S REPORT – Jerry Plappert
City Treasurer reported the Budget to Actual review showed the city’s revenue exceeded the budget. He also gave the Commission an update on the concerns with LG&E invoicing discrepancy. A phone call will be set for the upcoming week with an LG&E Community Liaison Manager to further investigate the concerns.

At 6:11 p.m., Commissioner Jackson made the motion to adjourn. The motion was seconded by Commissioner Leavell. Motion carried unanimously.
