MINUTES – REGULAR MEETING
MARCH 26, 2024

Mayor Mary Masick called the meeting to order at 4:30 p.m.

ROLL CALL
A. O. Tyler Johnson conducted the roll call. A quorum of the Commission was present.

PLEDGE
The pledge of allegiance was led by Mayor Masick.  

RECOGNITION OF GUESTS
Douglass Hills Mayor Bonnie Jung addressed the Commission on her upcoming campaign for Metro Council District 18.  Carol Timmons accompanied Mayor Jung.  When she completed her speech, Mayor Masick thanked her and wished her well.

BUSINESS/ACTION ITEMS

APPROVAL OF MINUTES
The March 12, 2024 minutes were presented for approval.  Commissioner Jackson made a motion for approval of the minutes and his motion was and was seconded by Commissioner Leavell. Motion carried unanimously.

Mr. Drew Ulmer, with Baldwin CPAs, joined the Commission meeting by a conference call to review the City of Hurstbourne audit ending in June 2023. C. A. O. Tyler Johnson distributed a draft copy of the 2023 audit to the Commission. Mr. Ulmer stated the audit received a clean and unmodified opinion and the financial statements are free from material error and are presented in accordance with counting standards. Commissioner Jackson asked Mr. Ulmer to meet with C.A.O. Tyler Johnson and the city’s Financial Manager to discuss the adjustments made during the audit in order to better understand them. The Commission thanks Mr. Ulmer for this time and for his team’s work on the city’s audit.     

 A. O. Tyler Johnson—Management Report
A. O. Tyler Johnson reported that AT&T is progressing with their large project of installing fiber optic in the City, and each resident should receive a doorknob notification. In addition, the City will contact the residents by Reach Alert and by mail notifying them of the ongoing work. The residents will be asked to contact City Hall if they experience any difficulties while AT&T is on their property so the problems can be resolved while AT&T is in the City.

In addition, C.A.O. Johnson stated he will be e-mailing the Commission his schedule for the following two weeks so they may choose a timeslot to meet with him individually to discuss budgeting in their particular department.

A.O. Johnson reported that three bids were submitted to power wash the City’s entrances.  The best and lowest bidder will be chosen and only water, no chemicals, will be used to clean the walls.  

Lastly, Mr. Johnson stated that City Hall will be closed on Good Friday, March 28,2024.     

Commissioner Jackson discussed the current residential discount available if they lease an upstairs office at City Hall. After much discussion about other avenues of discounts, City Attorney Singler stated that he and C. A. O. Johnson will create a policy for the Commission’s review.

COMMISSION REPORTS

MAYOR’S REPORT
Mayor Masick reported she had attended a Jefferson County League of Cities meeting on Thursday, March 21, 2024 and the head of PVA Colleen Younger spoke. Ms. Younger described the re-assessment areas in Jefferson County and Hurstbourne will not be included this year.  She added that re-assessment occurs every four years.     

PUBLIC SAFETY REPORT – Commissioner Norton
Commissioner Norton had no report.

GENERAL GOVERNMENT REPORT –Commissioner Jackson
Commissioner Jackson had no report; however, with regards to the 2023 audit, he wanted to compliment C. A. O. Tyler Johnson and Financial Manager Stephanie Kellerman for enabling the City to obtain a clean bill of health with a clean opinion and no adjustment or weaknesses. He added that this is crucial for the taxpayers to know. 

PUBLIC WORKS – Commissioner Leavell
Commissioner Leavell had no report.

CODE ENFORCEMENT/SANITATION—Commissioner Leahy 
Commissioner Leahy had no report.

CITY ENGINEER’S REPORT—Chris Crumpton
City Engineer Chris Crumpton reported there has been an increase in building permits by the residents.  Also, work is continuing on catch basins in the City. Mr. Crumpton stated he had contacted MSD regarding the work on Seaton Springs and the ditch at Wessex Place with no success. Lastly, he reported that the culvert ordered for the replacement project on Nottingham should be arriving in May.

ATTORNEY’S REPORT – Attorney John Singler
City Attorney John Singler reported there is a follow-up meeting scheduled regarding a situation at one of the Blairwood hotels. In addition, Attorney Singler stated the Leicester summary judgement and order of sale is filed and he will report on it at the next meeting.  

TREASURER’S REPORT – Treasurer Mike Rhodes
City Treasurer Mike Rhodes was absent; therefore, there was no report.    

OTHER NON-BUSINESS/ACTION ITEMS
No further actions were taken.

At 5:43 p.m. Commissioner Jackson made the motion to adjourn. His motion was seconded by Commissioner Leavell. Motion carried unanimously.
