ROLL CALL
City Clerk Nicol Mercado conducted the roll call. A quorum of the Commission was present.

BUSINESS/ACTION ITEMS
APPROVAL OF MINUTES
The March 10, 2026, Commission Meeting minutes were presented for approval. Commissioner Leavell made a motion for approval of the minutes with amendments. Motion was seconded by Commissioner May. Motion carried unanimously, with Commissioner Leahy abstaining. The March 3, 2026, Finance Meeting Minutes were presented for review. Commissioner Jackson made request for amendments and City Administrator Johnson agreed. Minutes to be amended.

BUILDING PERMIT – 8604 Cheltenham Court
After reviewing the application and all materials provided, Commissioner Leavell made a motion to approve the building permit application. Motion was seconded by Commissioner May. Motion passed unanimously.

BUILDING PERMIT – 709 Oxmoor Woods Parkway
Upon discussion of the permit application, it was discovered that the building permit application had been previously reviewed in November 2025. The application tabled until further investigation into the double submission could be completed.

APPROVAL OF DEPARTMENTAL ACH EXPENSES
After reviewing the departmental ACH expenses, Commissioner Jackson made a motion to approve the payments for processing by the Financial Manager. Commissioner Leavell seconded the motion, and the motion passed unanimously.

ORDINANCE 26-02 AMENDING CHAPTER 153 SIGNAGE – First Reading City Attorney John Singler presented for first reading Ordinance 26-02 AN ORDINANCE RELATING TO AMENDING CHAPTER 153 signage regulations. After discussion, John Singler agreed to make revisions to language as discussed and agreed. Commissioner Leahy made a motion for introduction as amended. Her motion was seconded by Commissioner Leavell. Commissioner Leahy, Commissioner Leavell and Commissioner Jackson voted in favor. Commissioner May opposed. Motion carried 3-1.

ORDINANACE 26-03 COMPENSATION OF ELECTED OFFICIALS OF THE CITY OF HURSTBOURNE – First Reading
City Attorney John Singler presented for first reading Ordinance 26-03 AN ORDINANCE RELATING TO COMPENSATION OF ELECTED OFFICIALS OF THE CITY OF HURSTBOURNE. After discussion, Commissioner Leahy made a motion for introduction with a 2% increase in compensation to the future mayor and commissioners scheduled to be sworn in on January 1, 2027. Her motion was seconded by Commissioner Leavell. Commissioner Leahy and Commissioner Leavell voted in favor. Commissioner May opposed. Commissioner Jackson Abstained. Motion carried 3-1.

ORDINANCE 26-04 – BUILDING DESIGN GUIDELINES FOR LITTLE LIBRARIES – First ReadingCity Attorney John Singler presented for first reading Ordinance 26-04 AN ORDINANCE RELATING TO BUILDING DESIGN GUIDELINES FOR LITTLE LIBRARIES. After discussion, Commissioner Leavell made a motion to introduce the Ordinance as amended. Motion was seconded by Commissioner Leahy. Motion passed unanimously.

CAO TYLER JOHNSON – MANAGEMENT REPORT
CAO Johnson shared that Lyndon PD was once again partnering with the DEA for a National Drug Take Back Day. The event will be hosted at the Lyndon PD station on Saturday, April 25 th . More information will be shared closer to the event date and Reach Alerts will be scheduled to inform residents. CAO Johnson explained an error on the printing of the City-Wide Yard Sale event post cards. A new round of correction post cards are already in production, set to be mailed as expedited. CAO Johnson reminded the Commission that City Hall would be closed this upcoming Friday, April 3 rd in observance of Good Friday. CAO Johnson also reminded the Commission of the upcoming Recycle Right Program starting in April as well as plans to send information preparing the residents for the program.

COMMISSION REPORTS
MAYOR’S REPORT
Mayor Masick was not present.

GENERAL GOVERNMENT REPORT – Commissioner Jackson
Commissioner Jackson had no report.

CODE ENFORCEMENT/SANITATION – Commissioner Leavell
Commissioner Leavell had no report.

PUBLIC SAFETY REPORT – Commissioner Leahy
Commissioner Leahy shared that the expenses for street light electricity were over budget and indicated it would be adjusted through budget amendment before the end of the fiscal year. Commissioner Leahy reported on the speed data and statistics for the major thoroughfares. Commissioner Leahy also reported on plans are in motion to meet with the City Administrator and Lyndon Police Department with a focus on reducing speeding in the area.

PUBLIC WORKS – Commissioner May
Commissioner May shared that the final report of the cemetery scan project was received. The official report showed that there were 75 graves found within the walls of the cemetery and none in the grassy area outside of the wall. This allows the city to proceed with the plans for the American flag and interpretive sign installations. Commissioner May brought to attention an area around entrances of Blairwood Road, S. Hurstbourne Parkway, as well as Shelbyville Road where a third-party contractor, presumably working for utility companies, left the area in disarray. CAO indicated he would reach out to the state with photos and seek remediation. Commissioner May also brought forth a sign that was abandoned for some time on Blairwood Road. Commissioner May also made notes of an abandoned sign on Whittington Parkway. CAO to follow up with letters to both property owners.

ATTORNEY’S REPORT – Attorney John Singler
City Attorney Singler had no report.

CITY ENGINEER’S REPORT – Chris Crumpton
City Engineer Crumpton shared he is still waiting on survey pricing to share with the Commission. Once that pricing is received, the city can work toward approval and ultimately more field work and detailed designs for the Entrance Improvement Project.

TREASURER’S REPORT – Jerry Plappert
City Treasurer thanked the Commission for such a strong financial city and noted that the performance of the city is on balance a net positive.
