Mayor Mary Schneider called the meeting to order.

 

ROLL CALL

 

Attorney Singler conducted the roll call.  A quorum of the Commission was present.

RECOGNITION OF GUESTS

 

Several nursing students from Bellarmine University were in attendance.

 

APPROVAL OF MINUTES

 

Commissioner Jackson made the motion to approve the minutes of the March 10, 2015 regular meeting of the Commission.  His motion was seconded by Commissioner Wells; motion carried.

 

TREASURER’S REPORT – Treasurer Bennett

 

Treasurer Bennett presented the financial statements for the eight months ended February 28, 2015.  Each department is doing well in relationship to the budget.

 

BUSINESS ITEMS

 

Municipal Order 15-15 Relating to Check Register Approvals for February 2015 was placed on the table.  Commissioner Jackson made the motion to approve MO 15-15.  His motion was seconded by Commissioner Wells; motion carried.

 

 

 

ATTORNEY’S REPORT – Attorney Singler

 

The discussion of a data back-up policy was postponed until C.A.O. Leidgen is in attendance at the next Commission meeting.

 

CITY ENGINEER’S REPORT – Engineer Crumpton

 

Mr. Crumpton reported he has completed the discretionary fund application for Phase 5 of the ADA Sidewalks Improvement Project.  The contract for this project will probably be issued after July 1.

 

Mr. Crumpton asked the Commissioners to advise him of any road problems they notice as he will be working on the detailed roadway inspection, to include streets, curbs, etc., for work to be completed in the next fiscal year.

 

The Mormon Church has requested additional renderings of the proposed entrance at Hurstbourne Lane and Linn Station Road and those will be sent as soon as possible.

 

ADMINISTRATOR’S REPORT – C.A.O. Leidgen

 

No report.

 

MAYOR’S REPORT – Mayor Schneider

 

Mayor Schneider has been contacted by Louisville Metro Council Member Marilyn Parker as a follow-up to the Commissioners request for assistance in getting the I-64 sound-barrier wall extended.  There is confusion about a Letter of Agreement that was signed and what else might be required to move this project forward.  Attorney Singler will contact C.A.O. Leidgen and they will try to provide all of the necessary documentation.

 

PUBLIC WORKS REPORT – Commissioner Wells

 

Commissioner Wells commended Commissioner Jackson for his time and effort in the process to identify and purchase a building to be used for City Hall.  He also commended Attorney Singler for his effort in arranging the bidding specifications for the new irrigation system.

 

Nine trees have recently been removed from the City.

 

Many potholes have been filled.

 

Junk pickup day is April 25 and the city-wide yard sale will be held June 12th and 13th.

 

Bramer Brothers’ contract with the City is up for renewal on March 31.  Municipal Order 15-17, renewing Bramer Brothers contract for an additional two years based upon the current prices, terms and conditions was presented for approval. After a discussion Commissioner Wells made the motion to approve MO 15-17.  His motion was seconded by Commissioner Jackson; motion carried.

 

Bids for the Phase 1 and Phase 2 replacement of the City’s irrigation system were opened on March 23. Greenscapes bid for several reasons, as distributed, by the City Horticulturist. Greenscapes bid on Phase 1 of the contract was $58,300 and on Phase 2 was $61,340. Commissioner Wells and the City Horticulturist reviewed and analyzed the submitted bids. Their recommendation was to accept After discussion Commissioner Wells made the motion to approve Greenscapes as the best bidder based on the recommendation of City Horticulturist Andrea Hanlon and also to give notice to proceed with Phase 1 and to lock in prices for Phase 2, which would proceed in the fall.  His motion was seconded by Commissioner Jackson; motion carried.

 

PUBLIC SAFETY REPORT – Commissioner Hubbuch

 

Commissioner Hubbuch asked the Commissioners to be working on the next Hurstbourne Herald.

 

Commissioner Hubbuch has been in communication with the Kentucky Department of Transportation again about the City’s request for flashing yellow arrow lights northbound at the intersections of Hurstbourne Parkway and Blairwood, Linn Station, Williamsburg and Whittington Parkway.  The delay in the installation was because of the severe weather, but they should be installed in the near future.

 

The large green street identification signs over Hurstbourne Parkway at Blairwood, Linn Station, Williamsburg and Whittington Parkway have been installed by Louisville Metro.  However, the signs at Williamsburg and Whittington Parkway have not been installed.  Commissioner Hubbuch thanked C.A.O Leidgen for his many follow-up calls in this matter.

 

GENERAL GOVERNMENT REPORT – Commissioner Jackson

 

Commissioner Jackson distributed his recommendations for a press release to be sent out after the closing on April 2 for the building to be purchased for use as City Hall.  He asked the other Commissioners to give him suggestions by the end of the week and he will forward them to C.A.O. Leidgen.

 

CODE ENFORCEMENT/SANITATION REPORT – Commissioner Wagner

 

No report.

 

Mayor Schneider reported that the proposed visit to the Rumpke Recycling Center in northern Kentucky has been rescheduled.

 

EXECUTIVE SESSION

 

Commissioner Hubbuch made the motion that the Commission go into closed session according to KRS 61.810 for discussion of personnel matters.  His motion was seconded by Commissioner Jackson;   Motion carried.

 

On the Commission’s return from closed session, it was stated that the Commission discussed personnel matters and no action had been taken in closed session.
