Mayor Mary Schneider called the meeting to order.

C.A.O. Leidgen conducted the roll call.  A quorum of the Commission was present.

The Pledge of Allegiance was led by Mayor Schneider.

Mr. Paul Carrico of 404 Edinburgh was present to request approval for the construction of an addition to his home.  After discussion, Commissioner Wagner made the motion to approve the construction plan; her motion was seconded by Commissioner Jackson.  Motion carried unanimously.  Commissioner Wagner asked that Mr. Carrico discuss the proposed addition with his neighbors prior to construction.

Commissioner Hubbuch made the motion to accept the minutes of the regular meeting of May 24, 2016; motion seconded by Commissioner Wells.  Motion carried unanimously.

Attorney Singler reported that Metro Louisville has approved a twenty (20) year non-exclusive franchise with Google Fiber Kentucky for high-speed internet service.  He stated that in order for Hurstbourne to

receive this service, the Commission should give second reading and pass Ordinance No. 16-1, Series 2016, An Ordinance Granting a Communications Franchise and Authorizing Execution of a Uniform Franchise Agreement.  First reading of this ordinance had been approved on February 23, 2016.  Commissioner Hubbuch made the motion to approve second reading and passage of Ordinance No. 16-1, Series 2016; his motion was seconded by Commissioner Wagner.

Mayor Schneider called for a roll call vote: Mayor Schneider and Commissioners Hubbuch, Jackson Wagner and Wells voted yea.  Ordinance No. 16-1, Series 2016 was thereby enacted 5-0.

There was discussion about the Leicester law suit.

City Engineer Chris Crumpton distributed an updated estimate from Lawrence & Associates Concrete Design for the proposed signature entrance at Hurstbourne Parkway and Linn Station Road.  The total estimated cost came to $49,500 and the expenditure had been previously approved by the Commission.

Engineer Crumpton said he is expecting Metropolitan Sewer District (MSD) to come back to Hurstbourne with a more definitive answer about what they will do with some of the drainage issues in the City that were previously discussed with them.  They also want to know how much funding Hurstbourne is willing to provide to team with them on these projects and what that will be long-term.

C.A.O. Leidgen distributed his Management Report.

He reported that $96,000 has been transferred from the Road Fund to the General Fund.

The new tenant has moved into Suite 202 of the City Hall building.  The parking lot has been sealed and striped.

The new urns have been purchased and will be placed after the new pads are installed.

C.A.O. Leidgen referred to the parking problems that occur during special events, specifically at the Blairwood Tennis Swim & Fitness Club.  He is working with John Singler on the creation of a temporary parking permit process depending on the size of the event.

Valumarket in Hurstbourne will soon be closing.

The new windows at City Hall will be installed soon.

C.A.O. Leidgen suggested that the Commission might want to consider an irrigation system for City Hall, especially since the landscaping has just been completed. He will obtain bids for the job and report his findings at the next meeting.

The Hurstbourne Storm Water Advisory Committee is waiting for the Hurstbourne Country Club/ Colonel Anderson modeling and design information from MSD.  The next step is the Hurstbourne Country Club basin cost estimate.

Attorney Singler gave first reading by summary of Ordinance No. 16-7, Speed Hump Policy for Installations and Removals.  This ordinance defines the type of speed humps allowed and defines the eligibility requirements in order for a street to be considered eligible for speed hump installation.   It also defines the proper locations, design standards and procedures for installation.  In addition, it defines the process for speed hump removal or alteration by citizens.  After discussion, Commissioner Wells made the motion to approve first reading of Ordinance No. 16-7; his motion was seconded by Commissioner Hubbuch.  Motion carried unanimously.

Commissioner Wells mentioned again that he had met with Mr. Gerald Kordes of 208 Chadwick Road to observe the traffic problems around Lowe Elementary School.  He had also met with Principal Allaine and had suggested a possible solution or improvement in the traffic flow.  Engineer Crumpton will look at this proposed traffic pattern and offer his suggestions.  Commissioner Wells will also meet with Commissioner Hubbuch to discuss possible reduced “school zone” speeds on Chadwick/Oxfordshire.

There was discussion about the City-wide yard sale.  Commissioner Wagner said the ad was only in the paper on Wednesday and it was in the legal notices rather than the section where most yard sales are advertised and there were a number of complaints from residents.  C.A.O. Leidgen stated that it was his responsibility to run the ad and that he erred regarding frequency and location of the ad. There was also discussion as to whether the sale should only be on Saturday since the garbage trucks run on Friday and this creates traffic issues.  This will be discussed in detail before the next yard sale.

Commissioner Hubbuch presented the police report and reiterated that Hurstbourne is a very safe community.

To a question from Commissioner Jackson, C.A.O. Leidgen said the City had purchased a certificate of deposit through J.P. Morgan Chase.

Commissioner Jackson stated he had seen some attractive upscale bus stop shelters while visiting in Lexington recently.  He thought the City might consider these since there is a bus stop at the new Linn Station Road entrance and there may be others around the City.  Engineer Crumpton and C.A.O. Leidgen will look into this.
