MINUTES – REGULAR MEETING
JULY 9, 2024

Mayor Mary Masick called the meeting to order at 4:30 p.m.

C. C. A. O. Tyler Johnson conducted the roll call. A quorum of the Commission was present.

BUSINESS/ACTION ITEMS
APPROVAL OF MINUTES
The June 25, 2024, minutes were presented for approval. Commissioner Jackson made a motion for
approval of the minutes and his motion was seconded by Commissioner Leavell. Motion carried
unanimously.
C. C. A. O. Tyler Johnson—Management Report
C. C. A. O. Tyler Johnson distributed copies of sample drawings plus cost estimates for a signage display to
be erected in front of City Hall. This sign would list the businesses located upstairs at City Hall. After
some discussion, Mr. Johnson stated he will contact B Sign Group requesting examples of other signs
they have constructed for other businesses.
C. C. A. O. Tyler Johnson reported that Louisville Water will be replacing a water main on Nottingham
starting on Monday, July 15, 2024. He provided copies of a traffic control plan to be utilized during this
interruption. The city residents were notified of the street closures and the estimated duration of the
project. The project manager provided his name and contact information should any issues arise.

MAYOR’S REPORT
Mayor Masick had no report.
PUBLIC SAFETY REPORT – Commissioner Norton
Commissioner Norton had no report.
GENERAL GOVERNMENT REPORT – Commissioner Jackson
Commissioner Jackson had no report.
PUBLIC WORKS – Commissioner Leavell
Commissioner Leavell had no report.
CODE ENFORCEMENT/SANITATION—Commissioner Leahy
Commissioner Leahy had no report.
ATTORNEY’S REPORT – Attorney John Singler
City Attorney John Singler discussed the Land Code Development ordinance regarding the cannabis
amendment which only allows retail stores to be in C-2 zoning areas. After much discussion regarding the
pros and cons of the ordinance, Mr. Singler stated he will create an ordinance adopting the cannabis
amendment for review at the next meeting. In addition, Mr. Singler will create an ordinance that bans
cannabis sales in the City of Hurstbourne in order for the Commission to make an informed decision on
the subject.
City Attorney John Singler presented several ordinances passed since 2018 from larger cities regarding
Human Trafficking. There was much discussion on its merit and Mr. Singler stated he would draft an
ordinance for the Commission’s review. He added that the opinion of City Staff will be sought since
there will be training involved if this ordinance is adopted.
Mayor Masick distributed documents to the Commission to gain their input on C. C. A. O. Tyler Johnson’s
upcoming annual review. Mayor Masick requested that the Commissioners e-mail her with their opinions
if they were unable to attend the next meeting. Otherwise, the Commission should be prepared for a
closed session at the next meeting to discuss Mr. Johnson’s review.
CITY ENGINEER’S REPORT—Chris Crumpton
City Engineer Chris Crumpton reported there had been several permits granted for pools and patios. He
stated the paving bid will be advertised, and there will be a pre-bid meeting. The bid will be held on
Friday, July 26.
TREASURER’S REPORT – Treasurer Mike Rhodes
City Treasurer Mike Rhodes reported that a Treasury Bill had matured on June 25, 2024, and the new
Treasury Bill currently in the amount of $521,000 is now at 5.12%.
OTHER NON-BUSINESS/ACTION ITEMS
No further actions were taken.
ADJOURNMENT
At 5:13 p.m. Commissioner Jackson made the motion to adjourn. His motion was seconded by
Commissioner Norton. Motion carried unanimously.
