Mayor Mary Schneider called the meeting to order.

The Pledge of Allegiance was led by Mayor Mary Schneider.
RECOGNITION OF GUESTS
Mary Ann Zierer, of 1108 Colonel Anderson, expressed her concerns regarding mowing performed at 1109 Colonel Anderson. The mowing occurs early every Friday between the hours of 5:45 a.m. until 7 a.m. and she felt this was too early. The mowers also park on street at the stop sign which impedes the traffic, and she inquired if there was an ordinance against this.  C.A.O. Jim Leidgen replied that Metro has a noise ordinance which limits type of activities to the hours from 7 a.m. until 9 p.m.; he will follow-up and contact the property owner.
APPROVAL OF MINUTES
After a discussion to propose changes to the June 28, 2016 minutes, Commissioner Wells made the motion to accept those minutes as amended; motion seconded by Commissioner Hubbuch.  Motion carried unanimously.

ATTORNEY’S REPORT – Attorney Singler
City Attorney John Singler, City Engineer Chris Crumpton and C.A.O. Jim Leidgen met with Mortenson Dental, the prospective buyers of property at 9200 Leesgate.  The building will be used as the corporate office headquarters for approximately one hundred and forty employees, with business hours from 7 a.m. until 9 p.m.  However, there will be few employees at on site at night while the highest call traffic volume takes place about 1:00 p.m. Attorney Singler explained there are currently 103 existing parking spaces and Mortenson Dental wants to add 75 additional spaces. The existing development allows up to 205 parking spaces. Also, they will be required to present their landscape and lighting plans.  Mortenson Dental will be encouraged to contact the homeowner at 9103 Nottingham to keep them updated on the progress. In addition, Commissioner Jackson asked C.A.O. Jim Leidgen to also reach out to the homeowner.
Attorney Singler also stated that he and C.A.O. Jim Leidgen will meet with Horticulturist, Mark Timmons next week.
City Attorney John Singler summarized the KRS changes to update code enforcement boards for Kentucky Cities. He advised that the City of Hurstbourne should probably do the same. The change called for the use of a hearing officer. This individual would possess a legal background such as a retired Judge. The Hearing Officer would hear cases and make rulings while all appeals would go before the before the citizen code enforcement board.  He would work on an update of the code enforcement board and nuisance Ordinances for presentation at a future meeting.

Mr. Bennett was absent—no report.
CITY ENGINEER’S REPORT – Engineer Crumpton
City Engineer Crumpton was absent—no report.
ADMINISTRATOR’S REPORT – C.A.O. LEIDGEN
C.A.O. Jim Leidgen distributed his Management Report.
C.A.O. Jim Leidgen and City Attorney John Singler will have a meeting with Metro Council Member Marilyn Parker this week regarding South Lyndon/Christian Way Entrance.
The installation of the new windows at City Hall is still pending; the weather and scheduling issues delayed the installation.
After speaking with Jean Henry, the Linn Station entrance foundation has been poured. The meters for water and electricity have been ordered and the masonry work is two to three weeks out.
A dumpster permit form has been created to clarify procedures for location of dumpsters in the City and their timeframes.  The form will also be placed on the website.  When asked about time limits on the dumpsters, C. A. O. Jim Leidgen stated that he will review each permit issued.
Inquiries had arisen regarding political signs. After consulting with City Attorney Singler about political signs, he stated they are not permitted in easements but are allowed on private property.
MAYOR’S REPORT – Mayor Schneider

PUBLIC WORKS REPORT – Commissioner Wells
Commissioner Wells reported the meeting with MSD Engineer “Wolfie”, Heritage Engineer Sanders, City Engineer Chris Crumpton, Mayor Mary Schneider, C. A. O. Jim Leidgen and himself went very well and they are definitely making progress. He added they are in the process of identifying and analyzing specific hybrid (increased conveyance and basin storage) solutions which are financially feasible but have impact.  Another meeting is planned for next month where they may put the plans into effect.
Regarding Lowe Elementary School traffic, there is a meeting planned with Commissioner Hubbuch, Principal Allaine and Christopher Noe (JCPS Safety and Environmental Service and Facility Planning) to discuss proposed car pick-up rerouting.
Commissioner Wells postponed a tour schedule of the City with City Engineer Chris Crumpton for another thirty days. The purpose of the tour is to assemble a fiscal 2017 priority listing for street repair and repaving.
Lastly, C. A. O. Jim Leidgen distributed a traffic control sign proof by Eagle Sign and Design.  Jointly, the Commissioners approved one pattern that states “slow—school zone”.  The speed limit will not change.
PUBLIC SAFETY REPORT – Commissioner Hubbuch
Commissioner Hubbuch reported the painting of the stop bars has begun.  In addition, he quoted various amounts that surrounding cities pay for full time police protection from a recent newspaper article.
GENERAL GOVERNMENT REPORT – Commissioner Jackson
Commissioner Jackson and Mayor Mary Schneider met with C.A.O. Jim Leidgen regarding his evaluation, and copies of the evaluations were distributed.  He explained the scoring and how well the process went.  He added that he believes there is now a better understanding of what is expected and what needs to be done in the future. Newly added objectives resulting from the evaluation are (1) Development of a Standard Operating Procedure Manual, (2) Increased involvement with Kentucky League of Cities, Kentucky City County Management Association and Jefferson County League of Cities to stay abreast of other municipalities and their issues. (3) The update of the City Website by the December 13th Commission meeting. Mr. Jackson also expressed interest in an inventory of what is in the office and how it is secured.
When asked about Victoria Lemke’s evaluation, C.A.O. Leidgen responded she is very efficient, effective and dedicated in her job. Commissioner Hubbuch also added that Trisha Sikkema does a very good job.
CODE ENFORCEMENT/SANITATION REPORT – Commissioner Wagner
 Absent—no report.
ADJOURNMENT
Commissioner Hubbuch made the motion to adjourn at 6:11 p.m.  His motion was seconded by Commissioner Jackson.  Motion carried unanimously.
