MINUTES – REGULAR MEETING

ROLL CALL
City Clerk Nicol Mercado conducted the roll call. A quorum of the Commission was present.

BUSINESS/ACTION ITEMS
APPROVAL OF MINUTES
The January 13, 2026, Commission Meeting minutes were presented for approval. Commissioner May made a motion for approval of the minutes, and his motion was seconded by Commissioner Jackson. Motion carried unanimously.
M.O. 26-13 Appointment of Member of Board of Ethics
Municipal Order for the reappointment of Ruth Bewley to Board of Ethics for a three-year term. A point was also made to plan to provide KLC training for the board’s members. Commissioner Leavell made a motion for approval; his motion was seconded by Commissioner Jackson. Motion carried unanimously.
Delinquent Tax Waiver Request
City Attorney John Singler explained to the Commission the procedures and legal precedents around late payment of taxes. Mr. Singler also noted that the resident and her attorney were invited to the meeting for the waiver request but were not in attendance. After much discussion, Commissioner May made motion to deny the request for waiver of delinquent tax penalty. The motion was seconded by Commissioner Jackson. Motion carried unanimously.
CAO Tyler Johnson—Management Report
CAO Johnson reported an update on snow removal and plowing efforts throughout the city, sharing many notes of thanks and compliments on the handling of removal that had been received at City Hall. Minor item of repair related to the snow removal included a stop sign that had been hit and was being repaired/reinstalled. CAO Johnson reminded the Commission of the upcoming planning session, Thursday, January 29, 2026, and that a planning agenda had previously been sent out.
Exterior Paint Color Approvals: 8618 Nottingham Parkway & 705 Colonel Anderson Parkway
Two exterior colors were submitted for approval to the Commission for 8618 Nottingham Parkway & 705 Colonel Anderson Parkway, respectively. Commissioner May made a motion to approve the submitted paint colors. The motion was seconded by commissioner Jackson. The motion passed unanimously.
Delinquent Tax Waiver Request
A request was made for the City to waive penalties and interest on delinquent property tax bill. Discussion was had, which included potentially creating an Amnesty Program for the future. Commissioner May made motion to deny the request. Motion was seconded by Commissioner Leahy. The motion passed unanimously.
COMMISSION REPORTS
MAYOR’S REPORT
Mayor Masick shared notes from her attendance of the JCLC meeting, where LMPD Police Chief Humphrey spoke on public safety items for Louisville Metro at large. There was a notable trend of improvement overall, however Louisville Metro police are down 250-300 officers over the last few years. Mayor Masick also informed the commission Metro Councilwoman Marilyn Parker will be hosting a “Meet Your Legislator” event on March 7, 2026, at the Northeast Regional Library where council members and state representatives would be speaking.
GENERAL GOVERNMENT REPORT – Commissioner Jackson
Commissioner Jackson had no report.
CODE ENFORCEMENT/SANITATION—Commissioner Leavell
Commissioner Leavell had no report. Commissioner May did inquire on uptick in requests for ‘Yard Waste’ stickers as shown on the service/call log; this was due to direct newsletter initiative to educate residents on proper yard waste collection procedure for the fall season.
PUBLIC SAFETY REPORT – Commissioner Leahy
Commissioner Leahy had no report.
PUBLIC WORKS – Commissioner May
Commissioner May reported on the snow removal with much positive feedback. Commissioner May noted that Hurstbourne’s roads were in much better condition than other cities in the area. Commissioner May also reported that Blairwood Road’s No Parking signs had been properly replaced and updated. Commissioner May opened the door for any input on flower planting in preparation for an upcoming meeting with the Horticulturist.
ATTORNEY’S REPORT – Attorney John Singler
City Attorney John Singler had no report.
CITY ENGINEER’S REPORT—Chris Crumpton
City Engineer Crumpton gave update on crosswalk and sign installations. The items are ready to install but vendors are awaiting proper weather to accommodate the installation.
TREASURER’S REPORT – Treasurer Mike Rhodes
City Treasurer Mike Rhodes was not present and left no report.
EXECUTIVE SESSION PER KRS 61.810 (c) & (f)
At 5:26 p.m., Commissioner Jackson made a motion to enter Executive Session per KRS 61.810 (c) & (f). Commissioner Leavell seconded the motion. Motion carried unanimously.
At 6:08 p.m., Mayor Masick made a motion to exit the Executive Session and re-enter Regular Meeting. Commissioner May seconded the motion. Motion carried unanimously.
Commissioner Leavell exited the meeting and was noted by the City Clerk as being absent from the proceedings. A quorum was still present at the meeting.
Commissioner May made a motion to rescind MO 26-06, which was passed at the January 13, 2026, Commission meeting. Commissioner Leahy seconded the motion. Motion carried unanimously with those present.
Commissioner Leavell re-entered the meeting and was noted by the City Clerk as being present for the proceedings.
ADJOURNMENT
At 6:20 p.m., Commissioner Jackson made the motion to adjourn. His motion was seconded by Mayor Masick. Motion carried unanimously.
