MINUTES REGULAR MEETING
JANUARY 23, 2024

Mayor Masick called the meeting to order at 4:30 p.m.

A. O. Tyler Johnson conducted the roll call. A quorum of the Commission was present.

No guests were present.

BUSINESS/ACTION ITEMS

APPROVAL OF MINUTES
The January 9, 2024, minutes were presented for approval. Commissioner Jackson made a motion for approval and his motion was and was seconded by Commissioner Norton. Motion carried unanimously. 

A. O. Tyler Johnson—Management Report
A. O. Tyler Johnson reported that the city had been approached by a local church with a request to waive insurance premium tax assessments for religious organizations within the city limits. After discussion between the Commission and the City Attorney regarding the request, Commissioner Jackson made a motion to continue the city’s policy of no exemptions for insurance premium tax. The motion was seconded by Mayor Masick. Motion carried unanimously.

C.A.O. Johnson discussed the issue of street parking in cul-de-sacs. He explained that residents have spoken to him about the issue and asked for the Commission’s input. After discussion, Commissioner Norton requested that C.A.O. Johnson speak to residents who may be parking in cul-de-sacs to discuss better options that would not prevent garbage trucks and safety vehicles from navigating the city’s streets.

C.A.O. Johnson reviewed the details of the Special Called Meeting on Monday, January 29, to appoint an individual to the vacant Commission seat. Johnson explained that he would distribute the candidate’s resumes and interview questions to the Commission via email before the meeting.

C.A.O. Johnson reported that late notices for property taxes have been sent out to residents and businesses who have not paid their 2023 property taxes. Notices will be sent out every 30 days, with penalties and interest included.

DISCUSSION – PLAYGROUND GRANT REQUEST
The City Commission discussed the grant request from the DREAM Foundation of Kentucky for a donation to the all-accessible playground that is being planned in the city. Mayor Masick asked C.A.O. Johnson to reach out to the applicants to get some questions answered in order to gather more information before voting. Commissioner Norton and Commissioner Leavell agreed to speak with the church administration about where the playground will be built to gather more information as well. Mayor Masick asked C.A.O. Johnson to contact Louisville Metro Parks Department to ask about their plans for playground construction in or near Hurstbourne. No action was taken on approval or denial of the grant request application.

COMMISSION REPORTS

MAYOR’S REPORT

Mayor Masick shared that the Jefferson County League of Cities training for city officials would be held Saturday, January 27, from 9:00 a.m. to 11:00 a.m., in Lyndon. Mayor Masick told the Commission she would email them the details and agenda following the meeting.

CODE ENFORCEMENT/SANITATION REPORT – Commissioner Norton

No report was given. 

GENERAL GOVERNMENT REPORT –Commissioner Jackson

Commissioner Jackson reported that the city had a vacant office open on the 2nd floor following the end of a lease by an attorney.

PUBLIC SAFETY – Commissioner Leavell
Commissioner Leavell reported on the Lyndon Police activity report for December 2023. There were 21 service calls to Blairwood Road, 2 traffic citations in the city, and 1 traffic warning.

PUBLIC WORKS – Vacant

ATTORNEY’S REPORT – Attorney John Singler
City Attorney Singler gave the Commission an update on a residential property cleanup. City Attorney Singler has been in contact with the property owner’s counsel to see what next steps are to get to a final resolution on the case.

CITY ENGINEER’S REPORT—Chris Crumpton
City Engineer Crumpton reported that he is waiting for word from MSD on several pending projects in the city and that he would update the Commission once MSD  provided him with the necessary information to proceed.

TREASURER’S REPORT – Treasurer Mike Rhodes
No report was given.

OTHER NON-BUSINESS/ACTION ITEMS
No further actions were taken.
