Mayor Mary Schneider called the meeting to order.

C.A.O. Leidgen conducted the roll call.  A quorum of the Commission was present.

PLEDGE
The Pledge of Allegiance was led by Mayor Schneider.
RECOGNITION OF GUESTS
No guests were present; however, Mayor Schneider took the opportunity to welcome Commissioner Hancock and congratulated him on winning the 2016 election.
APPROVAL OF MINUTES
Commissioner Hubbuch moved to approve the minutes of the regular meeting of December 13, 2016; his motion was seconded by Commissioner Jackson. Motion carried unanimously.
BUSINESS ITEMS
Municipal Order 17-01—Designation of Mayor Pro-Tem. Commissioner Jackson nominated Commissioner Hubbuch. Mayor Schneider asked if there was anyone else interested. Commissioner Wagner stated that she would be willing to serve as Mayor Pro-Tem. Commissioner Hancock seconded the motion. In a discussion, Commissioner Hubbuch stated his qualifications for the position. The same was stated by Commissioner Wagner. The motion to appoint Commissioner Hubbuch as Mayor Pro-Tem passed with a 3-1 vote.
Municipal Order 17-02—Relating to Appointing the Superintendents for City Departments. Each of the Commissioners was asked what department they were interested in serving.  Commissioners Hancock, Hubbuch, and Wagner expressed interest in Public Works. The Commissioners then stated their qualifications for the position.  Commissioner Jackson made a motion to appoint Commissioner Hubbuch as Superintendent of Public Works; his motion was seconded by Commissioner Hancock.  The motion passed.
For General Government, Commissioner Hubbuch made a motion nominate Commissioner Jackson; his motion was seconded by Commissioner Hancock.  The motion passed.
In Public Safety, Commissioner Hubbuch made a motion to nominate Commissioner Hancock; his motion was seconded by Commissioner Jackson. The motion passed.
Lastly, in Sanitation/Code Enforcement, Commissioner Jackson made a motion to nominate Commissioner Wagner; his motion was seconded by Mayor Schneider.  The motion passed.
After filling each position for City Departments, Commissioner Hubbuch made a motion to accept Municipal Order 17-02; his motion was seconded by Commissioner Jackson. The motion passed.
Municipal Order 17-03—Relating to Appointing Additional Commissioner to Finance Committee.  Mayor Schneider stated that because Commissioner Wells served on this committee, it is necessary to appointment a replacement. Commissioner Hubbuch nominated Commissioner Hancock; his motion was seconded by Commissioner Jackson. The motion passed.
Municipal Order 17-04—Relating to Re-Appointment of the City Administrative Officer/City Clerk/Alcohol Beverage Control Officer/Code Enforcement Officer. Commissioner Jackson made a motion to retain   C. A. O. Jim Leidgen; his motion was seconded by Mayor Schneider.  The motion passed.
Municipal Order 17-05—Relating to the Re-Appointing the Attorney for the City.  Mayor Schneider made a motion to re-appoint John Singler as the City Attorney for the City of Hurstbourne; her motion was seconded by Commissioner Hubbuch. The motion passed.
Municipal Order 17-06—Relating to Re-Appointing the City Treasurer.  Mayor Schneider made a motion to retain William Bennett as the City Treasurer of the City of Hurstbourne; her motion was seconded by Commissioner Jackson. The motion passed.
Municipal Order 17-07—Relating to Re-Appointment of City Engineer.  C. A. O. Leidgen stated that he did not have City Engineer Chris Crumpton’s current pay rate. Commissoner Hubbuch made a motion to retain Chris Crumpton as the City Engineer; his motion was seconded by Commissioner Jackson.     Commissioner Jackson made a motion to insert the phrase “prior year’s” rate schedule in Section 2.   His motion was seconded by Commissioner Hubbuch. The motion to pass the amended municipal order to retain Chris Crumpton as City Engineer passed.
Municipal Order 17-08—Relating to Appointing Members to the Code Enforcement Board.  Commissioner Hubbuch made a motion to table Municipal Order 17-08 until the passage of the new ordinance repealing ordinances relating to the establishment of a code enforcement board and adopting a new ordinance establishing a new code enforcement board.  His motion was seconded by Commissioner Jackson. The motion passed.
Municipal Order 17-09—A Municipal Order Relating to the Appointment of a Member of the Board of Ethics of the City of Hurstbourne for a Term to Expire on December 31, 2018. This municipal order appoints Robert Rudd to the Ethics Board. Commissioner Hubbuch made a motion to amend the municipal order to read “the appointment of an Ethics Enforcement Officer”; his motion was seconded by Commissioner Hancock. The motion passed.
Municipal Order 17-10—A Municipal Order Relating to the Appointment of Members to the Ad Hoc Committee Hurstbourne Storm Water Advisory Committee (HSWAC) for 2017.  Commissioner Jackson made a motion for Commissioner Hubbuch to be added to the committee; his motion seconded by Commissioner Hancock. The motion passed.
Municipal Order 17-11—Relating to the Check Register Approval for November, 2016. Commissioner Wagner made a motion to approve MO 17-11; seconded by Commissioner Jackson.  The motion passed.
With regards to Municipal Orders 17-12, 17-13, 17-14 and 17-15, Commissioner Hubbuch made a motion to table them until the next meeting; his motion seconded by Mayor Schneider. The motion passed.
MAYOR’S REPORT
Mayor Schneider reported that a goal should be set for future meetings to make them more efficient and concise.  For example, when residents speak the timeframe should be held to three minutes unless there are extenuating circumstances.  Also, when a topic is presented, she would like to have an allowable time to research the problem rather than resolving the issue that evening.  She added that she and Commissioner Hancock will be attending the City Officials Academy in Lexington, KY this week.
Mayor Schneider asked if Commissioner Hancock had a report. He had no report but appreciated the opportunity to serve.
PUBLIC SAFETY – Commissioner Hubbuch
Commissioner Hubbuch distributed the police activity report for the month of December 2016. There were a few calls regarding a light pole knocked down on Linn Station. In addition, a stop sign was knocked down on Christian Way.
GENERAL GOVERNMENT REPORT – Commissioner Jackson
Commissioner Jackson reported that the rentals at City Hall had been renewed for two years and space is still available.
CODE ENFORCEMENT/SANITATION REPORT – Commissioner Wagner
No report.
ATTORNEY’S REPORT – Attorney Singler
City Attorney Singler distributed Ordinance No. 17-01 “AN ORDINANCE OF THE CITY OF HURSTBOURNE, KENTUCKY REPEALING ORDINANCES RELATING TO THE ESTABLISHMENT OF A CODE ENFORCEMENT BOARD AND ADOPTING A NEW ORDINANCE ESTABLISHING NEW CODE ENFORCEMENT BOARD CHAPTER, USING HB-422 AS A MODEL.” Commissioner Hubbuch made a motion for first reading of Ordinance 17-01; his motion was seconded by Commissioner Wagner.  Motion passed unanimously.
Commissioner Wagner asked Mr. Singler about the status of Leister Circle? He replied there is no activity and the new enforcement board could pursue the situation in 2017. In addition, she asked was there an update on the Rugby situation?
TREASURER’S REPORT – Treasurer Bennett
He reported that the five-month financial report was distributed.  In two weeks, the audit report will be available through June 30, 2016. There are no significant downfalls.  He added that there are accumulating certificates of deposit and there is a financial plan for the future.
CITY ENGINEER – Engineer Crumpton
No report.
ADMINISTRATOR’S REPORT – C.A.O. Leidgen
C.A.O. Jim Leidgen distributed the C. A. O. Management Report. He stated that the Ethics Financial Statements had been distributed.  The codifications of the ordinances will be forthcoming and he has been in touch with American Legal Publishing regarding this matter.
Mr. Leidgen stated that there was a good response by the residents to the post cards, and the office is in the process of updating them for the 2017 directory. The target date is March 31 to get the directory completed.
A list of street closures was provided and an update with be ongoing.
The construction of Linn Station entrance is ongoing and some items of completion will be depending on the weather.
The fallen tree to the wood barrier fence on Linn Station will be removed shortly. The damage to the fence will be repaired soon.
Advertising banners for rental space have been displayed at the new Vinings Apartments. The Commissioners discussed the issue and decided to allow a variance because of the new development and opening of the business. However, they should be made aware that this is against city’s ordinances.  In addition, the Hurstbourne Grand Apartments, located on Shelbyville Road, should be made aware that they too are out of compliance.
Mr. Leidgen requested that for the new 2017 year, if a Commissioner has a complaint, concern or issue that falls outside of his/her area, please be brief in reporting, try to use email communications vs. lengthy in person meetings and phone conversations. In addition, allow him to work with the appropriate Commissioner responsible for that area to resolve the matter at hand.

Commissioner Hubbuch made the motion to adjourn at 5:56 p.m.  His motion was seconded by Commissioner Jackson.  Motion carried unanimously.
