REGULAR MEETING
February 27, 2018

Mayor Mary Schneider called the meeting to order at 4:30 p.m.
ROLL CALL
C.A.O. Leidgen conducted the roll call.  A quorum of the Commission was present.

RECOGNITION OF GUESTS
Julianne West, 314 Buckingham Terrace, spokesperson for several residents, addressed the Commission regarding the proposed business named Top Golf to be located at 7900 Shelbyville Road at the Oxmoor Center Mall where the former Sears is located.  This business would encompass golf, a restaurant, and a bar/night venue occupying 65,000 square feet. Ms. West expressed her concerns on the level of noise, lighting, traffic congestion, and the negative impact this business would have on property values.  City Attorney John Singler distributed literature explaining the Zoning Amendment Procedures and the related time schedule. He further advised them on how and when it is best to present their opposition. A list of those residents in attendance was taken. C. A. O. Jim Leidgen stated he would keep in contact with Ms. West regarding the latest information on the proposed development.
APPROVAL OF MINUTES
Commissioner Hubbuch made the motion that the minutes of the February 13, 2018 regular meeting be approved as distributed to the Commission.  His motion was seconded by Commissioner Wagner; motion carried unanimously.
BUSINESS ITEMS
Municipal Order 18-18 Approval of January, 2018 Expenses. Commissioner Wagner made a motion to approve MO 18-18; her motion seconded by Commissioner Jackson. The motion carried unanimously.
COMMITTEE REPORTS, JOBS IN PROCESS, SPECIAL PROJECTS AND EVENTS
 
INVESTMENT REPORT
Commissioner Jackson reported that a certificate of deposit invested with BB&T Bank will mature on March 6, 2018, and the CD should not be reinvested for more than 12 months.   Mr. Leidgen stated he would contact the bank regarding the renewal rates.
HSWAC
Mayor Schneider asked that the committee be contacted for a future meeting since the City had recently encountered water and flooding issues.
ROAD CLOSURES
City Attorney John Singler stated that the road closures had recently been filed and there was no information to report.
LANDSCAPE
No report.
WEBSITE REPORT
C. A. O. Jim Leidgen reported that he completed a download of the text containing all the information on our current website. He is working on organizing the information for content display in the new version of the site.
CITY PICNIC
Mr. Leidgen reported that the 2018 City picnic will be discussed at the next meeting.  There will be a summary of last year’s activities and a possible date for this year’s event.
MAYOR’S REPORT
Mayor Schneider reported she had attended the Jefferson County League of Cities Board meeting to discuss Google Fiber issues occurring in the Louisville area. Some cities have decided to sign the amendments to the contract, but the City of Hurstbourne will delay. She voiced her opposition to the methods they are currently using to install their fiber-optic cable.
PUBLIC SAFETY – Commissioner Hancock
Commissioner Hancock reported there had been no increased criminal activity.  He added that the police have made their presence known especially late in the evenings and early mornings.
PUBLIC WORKS—Commissioner Hubbuch
Commissioner Hubbuch reported on the recent washout and damage of the MSD wall, flume and culvert at the end of Colonel Anderson Parkway that intersects at South Lyndon Lane.  There was a contract engineer there today and the fence was removed.  Since this is an MSD controlled issue it will take some time to remedy.
Commissioner Hubbuch asked C. A. O. Jim Leidgen to discuss the bid results for contracts for services. In Mr. Leidgen’s memo to the Commission, he stated he had met with Commissioner Hubbuch and Ms. Andrea Hanlon, horticulturist, and they fully concurred on the bid results.  Mr. Leidgen reviewed the bid pricing and presented a 5-year comparison spread sheet showing only slight increases for services which equated to low single digits. He further stated there is no compelling reason to go with different companies based on any of these bids and made recommendations to the Commission.
After discussion, a motion was made by Commissioner Hubbuch to approve the list of contractors as the best bidders. Snow removal services by Pro-Turf (1/2 of the City), Bramer Brothers (1/2 of the City), Pro-Turf for Irrigation, Bramer Brothers for Landscape Gardener Services, Pro-Turf for Turf Moving and Treatments plus Chemical Services.  The terms of the agreements are for 2-years. They also contain an option of 3 renewals for 1 year at same bid prices. ¬His motion was seconded by Commissioner Wagner; motion carried unanimously.
GENERAL GOVERNMENT REPORT – Commissioner Jackson
Commissioner Jackson had no report on General Government. However, he did ask C. A. O. Jim Leidgen to place an article in the Hurstbourne Herald, for informational purposes only, regarding the Top Golf development planned at the Oxmoor Center.   Mr. Leidgen stated he would write an article explaining the proposed plan. He added that his goal is to have the newsletter published by the 15th of the last month of each quarter.
CODE ENFORCEMENT/SANITATION REPORT – Commissioner Wagner
Commissioner Wagner reported that she, Commissioner Hancock, and C. A. O. Jim Leidgen met with the principal and staff at Lowe Elementary regarding on street parking around the school particularly on Oxfordshire Lane, Storrington Court and Creighton Court.
ATTORNEY’S REPORT – Attorney Singler
City Attorney Singler reported a letter had been sent to the Vining’s Apartments stating that February 26, 2018 was the deadline to remove the temporary banner hanging from the side of the apartment building. At this time there has been no response or action on their part. C. A. O. Leidgen replied that he would follow up with the owner. After some discussion, it was determined that the apartments may be cited.
In addition, Mr. Singler provided a memo containing some talking points to be discussed at the next Commission meeting on March 13, 2018 regarding the proposed Vikings Development.

ADMINISTRATOR’S REPORT – C.A.O. Leidgen
C. A. O. Leidgen presented a picture of the City of Hurstbourne being shown on the WDRB weather map on February 26, 2018 by Meteorologist Marc Weinberg.  Mr. Leidgen further explained the benefits of the new weather station and how the weather data is collected which will be used on the new website.
