August 8, 2017

C.A.O. Leidgen conducted the roll call.  A quorum of the Commission was present.

The Pledge of Allegiance was led by Mayor Schneider.

Mr. Rusty Wells of 503 Croydon Ct. said the City looks good and thanked the Commissioners for their efforts.  He also asked about the progress of the Vikings project (Hurstbourne Town Center) and was brought up-to-date by C.A.O. Leidgen and Commissioner Jackson.

Commissioner Wagner and Commissioner Jackson asked that a couple of changes be made in the July 25, 2017 minutes.  Commissioner Hubbuch made the motion to approve those minutes after those changes are made.  His motion was seconded by Commissioner Jackson; motion passed unanimously.

Commissioner Hubbuch reported that sidewalk construction and repair should be underway before long.

Opening of bids for street repaving will be held at City Hall on August 18 at 10:00 a.m. Discussion regarding the City Hall parking lot will be held after the contractor is selected.

As part of a joint report with Commissioner Hubbuch, C.A.O. Leidgen gave a presentation on the SmartLink System software by Weathermatic.  He explained that this allows the City to control all of the system from one central location and will alert the City by email of any problems. Municipal Order 17-28, A Municipal Order Approving a Certain Contract Proposal was placed on the table for discussion.  This would be the first step in upgrading the controllers, clocks and pump system and includes the Whittington Parkway/Nottingham Irrigation job proposed by Greenscapes.  During discussion Commissioner Wagner again expressed her opinion this municipal order should not be approved unless a waiver of the time requirements associated with presentation of the MO is approved by the Commission.  She then made the motion to waive the time requirements in order to approve MO 17-28.  Her motion was seconded by Commissioner Jackson; motion carried unanimously.  Commissioner Hubbuch then made the motion to approve Municipal Order 17-28 which states the amount to Greenscapes should not exceed $3,500.  His motion was seconded by Commissioner Jackson; motion was approved unanimously.

Commissioner Hancock reported that there has been a lot of activity in the community and police patrols have been increased.

He also reported on an incident where a Rumpke employee had been threatened by an individual visiting a home in Hurstbourne.

A large bush on Nottingham that was blocking the view of drivers and pedestrians has been removed.  Commissioner Wagner reported that there are others that should also be removed.

Municipal Order 17-29, A Municipal Order Relating to Approving a Tree Planting Incentive Program for the City of Hurstbourne was placed on the table for discussion.  This MO states the Commission’s wishes to encourage planting and maintenance of a healthy tree canopy in the city and offers an incentive program to encourage residents to participate.  The cost per tree to participating residents would be $125 with the City covering approximately $140 per tree. The incentive program is estimated to cost the City $10,000 and will be funded from Public Works. Commissioner Jackson made the motion to waive the time requirements to vote on this MO because the Commission received an email regarding the matter on August 4.  His motion was seconded by Commissioner Hubbuch; motion carried unanimously.  Commissioner Hubbuch then made the motion to approve MO 17-29.  His motion was seconded by Commissioner Jackson; motion carried unanimously.

Municipal Order 17-30, A Municipal Order Relating to Approval of Tree Replacements for the City of Hurstbourne, was placed on the table for discussion.  C.A.O. Leidgen stated that the arborist has inspected the City and presented a list of trees to possibly be removed and replaced.  This municipal order would approve $15,000 from Public Works to fund the tree replacement program.  Mayor Schneider and Commissioner Wagner expressed their desire to look at the locations of the potential replacements before voting on the MO. The MO will be brought back to the Commission at the next meeting.

Commissioner Hubbuch also reported that the Williamsburg Irrigation System is installed and running. The expensive hand-watering of the medians has been discontinued. Jefferson Development had been contacted for reimbursement of the irrigation system replacement costs.

The City Picnic at the Park is set. Entertainment will be provided by the Pete Willinger Orchestra. Refreshments provided by the City are Brats, Hot Dogs, Chips and Drinks. Hurstbourne’s 35 years as a City will be also recognized.
