Mayor Bob English called the meeting to order.

ROLL CALL

C.A.O. Leidgen conducted the roll call. Present were: Mayor Bob English; Commissioners Ed Dahlem, Earl Hubbuch, Ben Jackson, and Lois Wagner; Attorney John Singler; City Treasurer Bill Bennett; and C.A.O. Jim Leidgen. A quorum of the Commission was present.

PLEDGE

The Pledge of Allegiance was led by Mayor English.

RECOGNITION OF GUESTS

Laurie Probus, from Rumpke Waste & Recycling Services, was present to introduce herself and to answer any questions from the Commission. She also reported on the new yard waste regulations and approved biodegradable bags to be used after January 1, 2015.

Mr. Dennis Milby of 101 S. Whipps Mill Road said there have been many accidents at the intersection of Whipps Mill Road and Shelbyville road. He thought the problem might be alleviated if there was no left-hand turn from Whipps Mill onto Shelbyville Road. C.A.O. Leidgen and City Engineer Chris Crumpton said they would look into the matter and report back to the Commission.

Mr. Josh Schneider, candidate for District Court Judge, spoke to the Commission about his qualifications for that position.

APPROVAL OF MINUTES

Commissioner Jackson referred to changes he wanted in the last paragraph under his report in the Minutes of August 12, 2014. After a discussion, Commissioner Dahlem made the motion to approve the minutes except to delete everything in that paragraph except language pertaining to action taken, the vote and approval of such action. The motion was seconded by Commissioner Wagner and carried 3-2 with Mayor English and Commissioners Dahlem and Wagner voting yea; Commissioners Jackson and Hubbuch voted nay.

TREASURER’S REPORT – Treasurer Bennett

Treasurer Bill Bennett presented the Treasurer’s Reports for the month ended June 30, 2014 and for the month ended July 31, 2014. The figures for the fiscal year ending June 30, 2014 will be given to the City Auditor for his inspection and the audit should be completed within a few months.

BUSINESS ITEMS

Municipal Order 14-15 Relating to Check Register Approvals for June & July 2014. Commissioner Dahlem made the motion to approve MO 14-15; his motion was seconded by Commissioner Hubbuch. Motion carried.

ATTORNEY’S REPORT – Attorney Singler

Attorney Singler presented a draft of A Municipal Order relating to the approval of a new Detailed Development Plan on property located at 340 Whittington Parkway. He also presented a copy of the Municipal Order containing the Binding Elements that had previously been approved by the Commission for that property. He asked the Commissioners review these for consideration and possible approval at a future Commission meeting.

Attorney Singler reported on a number of code enforcement issues.

ADMINISTRATOR’S REPORT – C.A.O. Leidgen

C.A.O. Leidgen reported that more than $880,000 current year property taxes have been received.

MAYOR’S REPORT – Mayor English

No report.

GENERAL GOVERNMENT REPORT – Commissioner Dahlem

Commissioner Dahlem stated that since the collection of insurance premium taxes has been very successful, he asked the Commission to consider the option of an increase in the property discount rate as a way to reduce taxes.

Commissioner Dahlem also reported that he and C.A.O. Leidgen will be checking with banks for the highest CD rates possible.

PUBLIC SAFETY REPORT – Commissioner Hubbuch

Commissioner Hubbuch reported that the new emergency siren has been installed behind the Ken Towery location on Hurstbourne Lane.

He also stated that there were a few car break-ins.

CODE ENFORCEMENT/SANITATION REPORT – Commissioner Jackson

Commissioner Jackson brought up the possibility of using city surplus funds to assist residents in updating their property. He further stated that these improvements would improve the City as a whole and enhance property values.

 

 

PUBLIC WORKS REPORT – Commissioner Wagner

City Engineer Chris Crumpton reported that Riverside Paving had to be disqualified from the annual City paving contract because they were unable to meet all of the specifications. Commissioner Hubbuch made the motion to award the paving contract to the next lowest bidder, Hall Contracting, for their total bid amount of $120,893.03. His motion was seconded by Commissioner Wagner; motion carried. It also was decided that they will be asked to paint a center stripe on Blairwood Road.

The advertisement for bid on the Linn Station signature entrances will be in the August 27 Courier Journal. Those bids will be opened on September 15. He further stated that he hoped the project would be completed within sixty (60) days of the contract.

Mr. Crumpton also stated that according to Metro Commissioner Marilyn Parker, an increase in Metro Council’s NDF contribution to the Hurstbourne ADA Sidewalks Improvement Project is likely. Commissioner Hubbuch made the motion to increase Hurstbourne’s matching funds to $26,000.The motion was seconded by Commissioner Wagner. Motion carried.

Commissioner Wagner reported that the City Horticulturist is working on the plans for tree replacement in the medians and the bridle path. Commissioner Wagner agreed to share details of the report with the other Commissioners.

At 6:00 p.m. Commissioner Hubbuch made the motion to adjourn; his motion was seconded by Commissioner Dahlem. Motion carried.
