REGULAR MEETING
SEPTEMBER 10, 2019

Mayor Mary Masick called the meeting to order at 4:30 p.m.
ROLL CALL
City Attorney John Singler conducted the roll call. A quorum of the Commission was present.

The Pledge of Allegiance was led by Mayor Masick.
RECOGNITION OF GUESTS
Sharon Levine, 8907 Ayrshire Avenue, addressed the Commission regarding an ongoing dispute with a neighbor concerning trees on her property. City Attorney John Singler replied that the City does not have an ordinance that would prevent this neighbor from suing her because it is a private dispute between neighbors nor is there an ordinance that is applicable to this situation. He advised Mrs. Levine to retain an attorney and a certified arborist that could provide her an assessment of her trees.
BUSINESS/ACTION ITEMS
APPROVAL OF MINUTES
After extensive discussions regarding the minutes, Commissioner Jackson stated since there was no motion to amend the minutes, he made a motion that the minutes of the August 27, 2019 regular meeting be approved as written; his motion failed for a lack of a second. After which, Commissioner Wagner made a motion to approve the minutes as amended by adding a sentence stating “Mr. Crumpton also said that if the amount of full depth repair in prior years was required this year, Hall Contracting would be low bidder by $20,240.00 for 6 inch repair or $35,360.00 per 12 inch repairs.” Mayor Masick seconded the motion and motion carried 3-1with Commissioner Hubbuch opposing.
OTHER BUSINESS: CITY ATTORNEY JOHN SINGLER
Mr. Singler reported there will be a meeting on Tuesday, September 17, 2019 at 10:00 a.m. with AT&T attorneys at his office. He requested City Engineer and others to attend. Representatives for AT&T are scheduled to attend the next Commission meeting.
In addition, Mr. Singler reported that an office located upstairs in City Hall will be rented by October 1, 2019. Changes on the lease agreement include reduced liability insurance coverage limits, the security deposit should match the first month’s rent and internet costs should be shared by the five offices at a total of $15 each attached to their rent. The Commission agreed to these suggestions.

MAYOR MASICK
Mayor Masick reported that the “Sundaes on Sunday” event will be held this Sunday, September 15, 2019
4 p.m. to 7 p.m.
PUBLIC WORKS—Commissioner Hubbuch
Commissioner Hubbuch summarized a meeting which consisted of himself, Jim Leidgen, Chris Crumpton and Commissioner Wagner who previously served as Public Works Commissioner. He then presented additional comments, details and his opinion regarding the awarding of the paving bid at the previous meeting. After lengthy discussions by the Commission, no additional actions were taken.
GENERAL GOVERNMENT REPORT – Commissioner Jackson
Commissioner Jackson stated that the City Hall upstairs office rental for one unit has now been established at $245. He reported that the finance committee will meet soon. Also, he stated that he will be selling an office condo and would donate the office furniture to City Hall with the City covering the cost of moving expenses.

ATTORNEY’S REPORT – Attorney John Singler

CITY ENGINEER’S REPORT—Chris Crumpton
Mr. Crumpton reported that the Blairwood basin was dug out and looks very good.

The C.A.O. Report was distributed.

Nothing was brought before the Commission.
ADJOURNMENT
At 6:10 p.m. Commissioner Jackson made the motion to adjourn. His motion was seconded by Commissioner Wagner; motion carried unanimously.
