REGULAR MEETING
SEPTEMBER 28, 2021

Mayor Masick called the meeting to order at 4:30 p.m.

ROLL CALL
C.A.O. Jim Leidgen conducted the roll call. A quorum of the Commission was present.

BUSINESS/ACTION ITEMS

APPROVAL OF MINUTES
The September 14, 2021, minutes were presented for approval. Commissioner Wagner made a motion for approval of the minutes and her motion was and was seconded by Commissioner Hancock. Motion carried unanimously.

Municipal Order 21-30—Relating to Check Register Approvals for August 2021.
Commissioner Wagner made a motion to approve MO 21-30. Her motion was seconded by Mayor Masick. Motion carried unanimously.

ADMINISTRATOR’S REPORT – C.A.O. Jim Leidgen
Mr. Leidgen reported that Steve Baldwin, who currently occupies the office space downstairs at City Hall, will be leasing the upstairs office for three years. One of Mr. Baldwin’s customers, Southern Trades, indicated that they were interested in leasing the downstairs space for three years and will prepay for the first year. There was a brief discussion about the pricing of a potential cleaning fee if the occupant chooses to exercise that option. Commissioner Hancock then made a motion to enter into an agreement with Southern Trades with the modification regarding the optional cleaning fee. His motion was seconded by Mayor Masick. Motion carried unanimously.

City Engineer Chris Crumpton discussed an 80-20 grant called “Safe Route to Schools”. This grant involves accessibility to schools creating safer pathways such as sidewalks. The deadline to apply for the grant is October 2021 and if approved the City would gain funding by July 2022. Mr. Crumpton and Mr. Leidgen stated that they will provide updates in the application progresses.

In the area of Public Works, the golf course bridle area was inspected on Thursday, September 16, 2021. There is an ongoing discussion regarding the location and ownership of a tree that needs to be removed.

In the area of Code Enforcement, Mr. Leidgen reported that no new building permits had been issued.

In addition, Mr. Leidgen reported the September family picnic was an immense success and there was positive feedback from the residents. The October family event notifications have been mailed to the residents.

For discussion purposes only, Mr. Leidgen presented the concept of trash containers to be placed in designated areas throughout the City to allow the residents additional opportunities to utilize them. Mayor Masick suggested Mr. Leidgen develop a plan to present to the Commission.

COMMISSION REPORTS

MAYOR’S REPORT
Mayor Masick reported she had attended a Jefferson County League of Cities meeting where a representative from KIPDA was present and discussed the benefits of utilizing their support services to manage the American Rescue Plan Act program. In addition, she stated the new Commander of the Metro LMPD Eighth Division, Major Josh Hasch, was present. She then suggested to invite him to a future Commissioners’ meeting.

CODE ENFORCEMENT/SANITATION REPORT – Commissioner Hancock
Mr. Hancock reported about a resident that owns a golf cart and is in violation of the City Ordinance regulating on-street operations of golf carts. An adult is driving the cart rather than children. Mr. Leidgen stated the City is aware of this resident’s action and is being monitored.

ATTORNEY’S REPORT – Attorney John Singler

CITY ENGINEER’S REPORT—Chris Crumpton
Mr. Crumpton reported that Metropolitan Sewer District contacted him to meet with the Stormwater Advisory Committee. A date will be set when members can coordinate their schedules.

TREASURER’S REPORT – Treasurer Mike Rhodes
No report.
