MINUTES – REGULAR MEETING
OCTOBER 8, 2024

Mayor Mary Masick called the meeting to order.

ROLL CALL
C. C. A. O. Tyler Johnson conducted the roll call. A quorum of the Commission was present.

Hurstbourne resident John May was in attendance.

BUSINESS/ACTION ITEMS

APPROVAL OF MINUTES
The September 10, 2024 Commission Meeting minutes were presented for approval. Commissioner Jackson made a motion for approval of the minutes and his motion was seconded by Commissioner Leavell. Motion carried unanimously.

The September 18, 2024 Special Called Meeting minutes were presented for approval. Commissioner Jackson made a motion for approval of the minutes and his motion was seconded by Commissioner Leahy. Motion carried unanimously.

C. C. A. O. Tyler Johnson—Management Report
C. C. A. O. Tyler Johnson reported he had spoken with the project manager over the culvert replacement, and he stated the paving should be completed soon. Mr. Johnson and City Engineer Chris Crumpton will have a site walk-through next week. Mayor Masick requested that the outside of a resident’s house be cleaned due to the dust created by the project.

C. C. A. O. Tyler Johnson stated that Junk Day will be on October 19, 2024. In addition, Mr. Johnson discussed an ongoing issue between neighbors regarding standing water in their backyards. After a lengthy discussion, it was determined that the City Horticulturist Andrea Hanlon, City Engineer Chris Crumpton and Code Enforcement Officer George Stewart will visit the site to verify the current condition of the property. Mr. Johnson stated he will contact the resident to inform him of the upcoming action.

C. A. O. Tyler Johson discussed a resident who is renting their home as an Airbnb. Mr. Johnson stated that letters have been mailed to the resident and yet the neighbors are reporting ongoing rentals. It was determined that Code Enforcement Officer George Stewart will visit the resident to verify the issue.

COMMISSION REPORTS

MAYOR’S REPORT
Mayor Masick stated she had several inquiries regarding the upcoming plans for the Plainview Holiday Inn renovations. City Attorney John Singler reported he had researched the case and discovered the older original section of the hotel will be converted into fifty-one market rate apartments. The case presentation will go to Louisville Metro on October 16, 2024, and the City of Jeffersontown will have the final approval of the project.

PUBLIC SAFETY REPORT – Commissioner Norton
Commissioner Norton was absent; therefore, there was no report.

GENERAL GOVERNMENT REPORT – Commissioner Jackson
Commissioner Jackson had no General Government report; however, he discussed the city’s property, casualty, and liability insurance coverage which is currently through the Kentucky League of Cities. The Commission agreed to allow other insurance brokers to submit their proposals next year during the insurance renewal time. This would give the city a better perspective of their current coverage.

PUBLIC WORKS – Commissioner Leavell
Commissioner Leavell had no report.

CODE ENFORCEMENT/SANITATION—Commissioner Leahy
Commissioner Leahy had no report.

ATTORNEY’S REPORT – Attorney John Singler
City Attorney John Singler had no report.

CITY ENGINEER’S REPORT—Chris Crumpton
City Engineer Crumpton had no additional report on the city’s road paving.

TREASURER’S REPORT – Treasurer Mike Rhodes
City Treasurer Mike Rhodes reported a Treasury Bill had matured in the amount of $418,000. Of that amount, $218,000 was invested in a new Treasury Bill at 4.33% and $200,000 was placed in the Operating Fund.

OTHER NON-BUSINESS/ACTION ITEMS

Commissioner Leavell. Motion carried unanimously.
