MINUTES – REGULAR MEETING

ROLL CALL
At 4:30 pm, C. C. C. A. O. Tyler Johnson conducted the roll call. A quorum of the Commission was present.

PLEDGE
The pledge of allegiance was led by Mayor Masick.
RECOGNITION OF GUESTS
David Padgett, a resident of Hurstbourne, was present at the meeting. Mr. Padgett spoke to the Commission about his concerns with vehicles speeding through the neighborhood. Mayor Masick and C.A.O. Johnson ensured him that the city would address the issue.
Keith Randolph, a resident of Hurstbourne, was present at the meeting. Mr. Randolph spoke about speed issues and vehicles ignoring stop signs. Mr. Randolph requested that the commission think about installing speed radar signs in other areas of the city following the installation of the first four signs.
BUSINESS/ACTION ITEMS
APPROVAL OF MINUTES
The October 14, 2025, Commission Meeting minutes were presented for approval, with a change to be made as noted by C.A.O. Johnson. Commissioner May made a motion for approval of the minutes, and his motion was seconded by Commissioner Jackson. Motion carried unanimously.
C. C. A. O. Tyler Johnson—Management Report
C. C. A. O. Tyler Johnson reported that the city had a good turnout for the National Rx Take Back Day event that was held on Saturday, October 25. Johnon also reported that the Tree Canopy Program was underway, and flags had been sent to participating residents, with the expectation that the flags would be planted after the Thanksgiving holiday. Johnson reported that the year’s paving project would be finished on Thursday and Friday, weather pending. Johnson presented the Commission with a lien that the city currently holds on a commercial property on Blairwood Road. The property owner was requesting a waiver on the lien, which totaled $33,500. After discussion with the City Attorney, the Commission directed C.A.O. Johnson and City Attorney John Singler to present the lien payoff amount with added interest to the owner and his counsel. Johnson reminded the Commission of an upcoming training with KLC that would be held on Monday, November 17, at 2:30. Finally, Johnson explained that the city normally cancels the second November and December Commission meetings due to the Thanksgiving and Christmas holiday. After short discussion, Commission Jackson made a motion to cancel the November 25 and December 23 Commission meetings. Mayor Masick seconded the motion, and the motion carried unanimously.
COMMISSION REPORTS
MAYOR’S REPORT
Mayor Masick reminded the Commission of the upcoming JCLC dinner on November 20. Mayor Masick also reported that TARC had reduced their routes from every 15 minutes to every 30 minutes across the city.
GENERAL GOVERNMENT REPORT – Commissioner Jackson
Commissioner Jackson had no report.
CODE ENFORCEMENT/SANITATION—Commissioner Leavell
Commissioner Leavell reported that Rumpke had a few missed collections the week before, but that the residents had been collected after reporting the miss. Commissioner Leavell asked for an update on a code enforcement violation at a residence in the city, and C.A.O. Johnson informed him that a citation had been sent with a letter explaining the enforcement violation.
PUBLIC SAFETY REPORT – Commissioner Leahy
Commissioner Leahy had no report.
PUBLIC WORKS – Commissioner May
Commissioner May reported that road paving work was underway and soon to be completed, and that APHIX was currently performing their seasonal maintenance work in anticipation for the winter months. Commission May informed the Commission that he and C.A.O. Johnson would be meeting with an iron forge specialist on Friday to inspect and discuss repairs to the iron work as part of the S. Lyndon Lane entrance to the city

City Attorney Singler had no report.
CITY ENGINEER’S REPORT—Chris Crumpton
City Engineer Crumpton was absent and no report was given.
TREASURER’S REPORT—Mike Rhodes
City Treasurer Mike Rhodes had no report.
OTHER NON-BUSINESS/ACTION ITEMS
ADJOURNMENT
At 5:35 p.m. Commissioner Jackson made a motion for adjournment. His motion was seconded by Commissioner Leavell. Motion carried unanimously.
