Mayor Pro Tem Dick Hays called the meeting to order.
ROLL CALL
C.A.O. Leidgen conducted the roll call. Present were: Mayor Pro Tem and Commissioner Dick Hays; Commissioners Ed Dahlem, Earl Hubbuch and Lois Wagner; Attorney John Singler; and C.A.O. Jim Leidgen. Mayor Bob English arrived later in the meeting. Treasurer Bill Bennett was not in attendance. A quorum of the Commission was present.
PLEDGE
The Pledge of Allegiance was led by Mayor Pro Tem Hays.
RECOGNITION OF GUESTS
Joseph Fallon of 908 Oxmoor Woods Parkway asked the Commission if it would be possible to replace
the stop sign which had just been removed from Oxmoor Woods Parkway at Stamford Court. He said traffic speed has increased, and the stop for the Jefferson County school bus has now been changed from that site to another location. Commissioner Hubbuch explained that the Commission has been upgrading a number of signs. In that process it became obvious that there are too many signs which clutter the City, and with the assistance of the City Engineer it was determined that a number of them should be removed. However, he said they would take another look at this specific location. Commissioner Wagner said they would consult with the City Engineer before making a decision. C.A.O. Leidgen said the Engineer had done an inventory of all signage as required by Federal law and these were the recommendations he made. He recommended that, if the Commission considers replacing a sign at this location, they also look at three other locations on Nottingham – at Cheltenham, Denington, and Marlboro Circle. Commissioner Hubbuch and C.A.O. Leidgen emphasized that with the new police contract there will be many more hours of police patrol in the City.

APPROVAL OF MINUTES
Commissioner Dahlem made the motion to approve as distributed the minutes of the October 9, 2012 regular meeting of the City Commission; his motion was seconded by Commissioner Hubbuch. Motion carried.
BUSINESS ITEMS
Municipal Order 12-28 Relating to Check Register Approvals for September 2012. Commissioner Hays made the motion to approve MO 12-28; his motion was seconded by Commissioner Dahlem. Motion carried.
ATTORNEY’S REPORT – Attorney Singler
Attorney Singler reported on the foreclosure of a vacant house on Parkington.
The house on Buckingham is on the docket for a Commissioners’ sale on November 13.
TREASURER’S REPORT – Treasurer Bennett
In Treasurer Bennett’s absence, C.A.O. Leidgen reported the City’s financial software has been upgraded, and the financial statements presented to the Commission shall reflect the upgrades.
The City auditors have started their work and will have the audit completed within a few days.
ADMINISTRATOR’S REPORT – C.A.O. Leidgen
C.A.O. Leidgen presented the Traffic Call Log. A number of calls were made to City Hall because of the paving being done in the City.
Mr. Leidgen gave estimates for installing a 30’ flag pole in order to fly the American flag at the park. Another option is to install a 35’ pole which could hold two separate flags. It was decided it would be better to install the larger pole in order to also fly the Hurstbourne flag.
The City newsletter is printed and ready to be delivered to City residents.
MAYOR’S REPORT – Mayor English
During discussion, it was reiterated that any contacts from the media should first go to C.A.O. Leidgen and, if necessary, he will then get in touch with the appropriate City official.
PUBLIC WORKS REPORT – Commissioner Wagner
Commissioner Wagner brought the Commission up-to-date on the street paving and the work being performed on the entrances. The ADA Ramps and Improvements project has begun and will include the sidewalk on Blairwood, including bike and pedestrian lanes. Commissioner Hubbuch emphasized that Police patrol has increased in the Blairwood area.
GENERAL GOVERNMENT REPORT – Commissioner Dahlem
No report.
PUBLIC SAFETY REPORT – Commissioner Hubbuch
Commissioner Hubbuch reported that work has started on the first phase of the new signage and the second phase will begin immediately after that.
CODE ENFORCEMENT/SANITATION REPORT – Commissioner Hays
Commissioner Hays said that the City’s Junk Pickup Day on October 20 was very successful.
