Mayor Pro Tem Dick Hays called the meeting to order.
ROLL CALL
C.A.O. Leidgen conducted the roll call. Present were: Mayor Pro Tem and Commissioner Dick Hays; Commissioners Ed Dahlem, Earl Hubbuch and Lois Wagner; Attorney John Singler; and C.A.O. Jim Leidgen. Mayor Bob English arrived later in the meeting. Treasurer Bill Bennett was not in attendance. A quorum of the Commission was present.
PLEDGE
The Pledge of Allegiance was led by Mayor Pro Tem Hays.
RECOGNITION OF GUESTS
Norb Hancock of Wessex Place stated that the residents of Wessex Place are pleased and appreciative of the hard work done by the Commissioners.
City Engineer Chris Crumpton referred to the work which is planned on Hurstbourne Parkway in front of Wessex Place. The State is still not finished with the design of those plans. They are still in the process of locating underground utilities and may be installing or relocating fiber optic lines.

Jackie Carrithers of 9009 Linn Station Road expressed her concern that the City of Hurstbourne does
not currently have an American flag flying in the City except in front of City Hall. She asked the Commission to consider placing a flag at a prominent spot in the City, perhaps at the entrance on Linn Station Road. After discussion, Commissioner Wagner made the motion that the Commission approve placing a flag, including the pole and lighting, at the City Park. Her motion was seconded by Commissioner Hubbuch. Motion carried.

APPROVAL OF MINUTES
Commissioner Hubbuch made the motion to approve as distributed the minutes of the September 25, 2012 regular meeting of the City Commission; his motion was seconded by Commissioner Wagner. Motion carried.

ATTORNEY’S REPORT – Attorney Singler
Attorney Singler updated the Commission on the Kaplan case.
The house on Buckingham which is in foreclosure is back on the sale docket for November 13.
ADMINISTRATOR’S REPORT – C.A.O. Leidgen
C.A.O. Leidgen reported that the City office is gathering information for the City Directory. He said they want it to be as accurate as possible and it may not be ready for distribution by the end of the month.
C.A.O. Leidgen presented a draft of the City newsletter, which includes a number of pictures taken of some of the ongoing projects.
Mr. Leidgen presented to the Commission a sheet which included updated facts and figures about the City of Hurstbourne.
Mr. Leidgen presented a report regarding Crime in the area, including Hurstbourne and surrounding locations. He emphasized that any individual can go on the Louisville Metro web site, zero in on an area, and determine the specific crimes near that location. He will be generating a report to the Commission on a regular basis.
Mr. Leidgen said he has been contacted by a number of residents who walk their dogs on a regular basis. Their concern was that there are no stations around the City for disposing of waste, and Mr. Leidgen thought it might be advantageous to put a container for dog waste adjacent to a regular trash container. After discussion, it was decided that Mr. Leidgen would do further research on this matter before suggesting a location and/or type and expense of container to be considered.
There was discussion about traffic concerns at the intersection of Blairwood Road and Liberty Bank Lane. C.A.O. Leidgen and Engineer Crumpton explained that the new signs and stop bar that will be installed at that location should make it a much safer intersection. Commissioner Hubbuch also emphasized that the police will be increasing their patrol time on and near Blairwood Road.

PUBLIC WORKS REPORT – Commissioner Wagner
City Engineer Chris Crumpton reported that all of the milling is completed on the roads to be paved except for Colonel Anderson Parkway, and that will be completed this week. He also gave an update on the rest of the work to be completed.
Some of the new signs have been installed and all of that work should be completed within the next 2-3 weeks.
The ADA Ramps and Improvements project should start within a week. To a question from Commissioner Dahlem, Mr. Crumpton reported that the revised application for funding was sent to Louisville Metro, including the additional work proposed for Blairwood Road. Mr. Crumpton asked the Commission whether they wanted to wait until the funding is approved or add the work as part of the ADA project that has already been approved. Commissioner Hubbuch made the motion to approve the Blairwood sidewalk and ramps project as a change order to the existing contract at a total cost of $30,925 with the specific addition shown on the engineer’s estimate presented by Mr. Crumpton. His motion was seconded by Commissioner Wagner. Motion carried.
Mr. Crumpton presented a proposal by Mr. Charles Osborn, owner/developer of Sabre Enterprises, Inc. for additional parking in the remaining parcel left after the sale of the property designated for Panda Express Restaurant. This would be an intrusion into the LBA Landscape buffer area. The hearing is on October 15, and Mr. Osborn is asking for a letter of support from the Hurstbourne Commission. After discussion, Commissioner Hays made the motion that the City sends a letter in support of this proposal; his motion was seconded by Commissioner Hubbuch. Motion carried. Commissioner Hays again stated that the names of Caritas Lane and Liberty Bank Lane should be changed as neither of those organizations are currently on those streets. Research will be done on this before a recommendation is made.
GENERAL GOVERNMENT REPORT – Commissioner Dahlem

PUBLIC SAFETY REPORT – Commissioner Hubbuch
Commissioner Hubbuch mentioned that with the new contract with Kentuckiana Law enforcement the police presence in Hurstbourne will increase by about 40%.
CODE ENFORCEMENT/SANITATION REPORT – Commissioner Hays
Commissioner Hays again reminded everyone that the City’s Junk Pickup Day will be on Saturday, October 20.
