Mayor Pro Tem Ed Dahlem called the meeting to order.
ROLL CALL
C.A.O. Leidgen conducted the roll call. Present were: Commissioners Ed Dahlem, Earl Hubbuch, Ben Jackson, and Lois Wagner; Attorney John Singler; Treasurer Bill Bennett; and C.A.O. Jim Leidgen. A quorum of the Commission was present. Mayor English arrived as the meeting started.
PLEDGE
RECOGNITION OF GUESTS
Kathy Brown was present with a number of Girl Scouts from Troop 516 of Lowe Elementary School.
They are earning a Citizenship badge. One of the requirements is that they attend and observe a government meeting
LMPD Sgt. Phil Russell of Kentuckiana Law Enforcement was present to answer any questions. There has been some recent vandalism in the City. Sgt. Russell advised the Girl Scouts to be sure and look all directions before crossing at stop signs or cross walks. He also responded to a number of questions from the girls, some relating to individuals who text while driving.

APPROVAL OF MINUTES
Commissioner Wagner made the motion to approve the minutes of the May 14, 2013 regular meeting of the City Commission; her motion was seconded by Mayor English. Motion carried.
TREASURER’S REPORT
Treasurer Bennett presented the financial statements for April 30, 2013. He has met with C.A.O.
Leidgen to prepare a draft of the 2013-14 budget. There also will be an amendment to the current fiscal year budget to account for additional expenditures in paving. The amended budget will be ready for a first reading at the next meeting. The City continues to be in a good financial position.
Municipal Order 13-20 Relating to Check Register Approvals for April, 2013. Commissioner Jackson made the motion to approve MO 13-20; his motion was seconded by Commissioner Dahlem. Motion carried.

ATTORNEY’S REPORT – Attorney Singler
Attorney Singler brought the Commission up-to-date on the Maserati dealership – he has finalized the municipal order and binding element agreement pertaining to that property.
ADMINISTRATOR’S REPORT – C.A.O. Leidgen
C.A.O. Leidgen presented the Call Traffic Log.
He reported on a fence that was covered by graffiti. The fence will be painted soon.
He distributed a copy of the proposed 2013-14 City budget.
MAYOR’S REPORT – Mayor English
No report.
GENERAL GOVERNMENT REPORT-Commissioner Dahlem
Commissioner Dahlem questioned what the City should do with its reserves. A couple of options are: 1) A higher property tax discount which would reduce individual property taxes and revenues to the City. 2) Consider other areas where the City might use additional funds, such as additional landscaping and flower beds, replacing older shrubs and other plantings. Mayor English and other Commission members stated they felt that additional funds to beautify the City are justified. It was decided to have first reading of the budget ordinance and any specific changes could be made prior to second reading and passage.
Commissioner Hubbuch made the motion for introduction and first reading of Ordinance No. 13-03, An Ordinance Adopting an Annual Budget for the City of Hurstbourne for the Fiscal Year July 1, 2013 to June 30, 2014 by Estimating Revenues and Resources and Appropriating Funds for the Operation of City Government. His motion was seconded by Mayor English; motion carried. Attorney Singler gave first reading of Ordinance No. 13-03 by summary.
PUBLIC SAFETY REPORT – Commissioner Hubbuch
Commissioner Hubbuch reported that street lights will be installed on the west side of Williamsburg Plaza Drive.
Some of the exhibits pertaining to the street name changes at Blairwood Road had to be revised. Commissioner Hubbuch presented a drawing depicting the new sign for the businesses along Blairwood. This should be completed by the end of the fiscal year, and only businesses that have paid for the sign will have their names included.
Regarding the next phase to upgrade signage in the City, the order has been placed with Eagle Sign to replace the rest of the speed limit signs, the stop signs that are on existing posts, and the yield signs that are on existing posts.
CODE ENFORCEMENT/SANITATION REPORT – Commissioner Jackson
To a question from Commissioner Jackson, Attorney Singler reported that Mr. Shah has until June 30 to resolve the issue regarding the gate which was installed in an incorrect location.
Commissioner Jackson is working with another individual regarding the installation of a child’s playhouse.
Commissioner Jackson will have a report at the next meeting regarding the consultant hired to recommend a possible location for construction or purchase of a new City Hall.
PUBLIC WORKS REPORT – Commissioner Wagner
The City-wide yard sale will be held on June 7-8 and the picnic on June 9.
Commissioner Wagner said she has received compliments expressing how attractive the medians are. She stated she would like the city to become more aggressive in cleaning up other overgrown areas.
