Mayor Mary Schneider called the meeting to order.

C.A.O. Leidgen conducted the roll call. A quorum of the Commission was present.

The Pledge of Allegiance was led by Mayor Schneider.

RECOGNITION OF GUESTS

Mr. John Miranda of 8712 Stockport Road expressed his concern about an unsightly basketball goal at the end of Stamford Drive, and also about a vehicle which is parked on the street for numerous and consecutive days and nights. City Engineer Chris Crumpton will be asked to look into this matter since it is not known whether the basketball goal is in the street right-of-way. C.A.O. Leidgen will send a letter to the owner of the vehicle and will include a copy of the City ordinance that regulates parking on the streets.

Ms. Laurie Probus and Mr. Greg Beamer of Rumpke Waste Removal were present to answer any questions the Commission had regarding Rumpke’s recent bid for collection of the City’s solid waste, recyclables, and yard waste.

APPROVAL OF MINUTES

Commissioner Jackson referred to a minor change he wanted in the minutes of the April 28 regular meeting of the Commission. He then made the motion to approve those minutes as amended; his motion was seconded by Commissioner Wagner. Motion carried. The regularly scheduled meeting for May 12, 2015 had been cancelled for lack of a quorum.

 

TREASURER’S REPORT – Treasurer Bennett

Treasurer Bill Bennett presented the financial report for the month of April 2015. He noted that the May financial reports will indicate that $98,000 has been transferred from the Roads Fund to the General Fund. He also stated that over the next few months some of the Certificates of Deposit, which currently are earning very low interest rates, may be liquidated. He reported that all departments are currently within their budgets.

BUSINESS ITEMS

Municipal Order 15-26 Relating to Check Register Approvals for April 2015. Commissioner Wagner made the motion to approve MO 15-26; her motion was seconded by Commissioner Wells. Motion approved.

Ordinance No. 15-03, An Ordinance Relating to the Adoption of the City of Hurstbourne Ad Valorem Tax Assessment and the Levying of Ad Valorem Tax Thereon for City Purposes for the Fiscal Year Ending June 30, 2016, was placed on the table for discussion. This ordinance sets the tax rate at $.185 per $100 of real estate assessed for taxation and subject to taxation by the City of Hurstbourne. Commissioner Wagner made the motion to approve first reading of Ordinance 15-03; her motion was seconded by Commissioner Jackson. Motion carried.

Bids had recently been received from Rumpke Waste Removal and Ecotech for the City’s solid waste collection, recycling, and yard waste. Attorney Singler, C.A.O. Leidgen and Commissioner Wagner met to evaluate those bids. The low bidder for those annual services was Rumpke at a total of $437,588.76, and they also expressed their willingness to extend those same terms and conditions for the two-year extension if both parties agree to that extension. Rumpke also agreed to return any large recycling containers to the front corner of the house at no additional charge; however, Commissioner Hubbuch stated he would have liked for the bid specifications to have included a cost for taking the smaller bins back to the front corner of the house. Ms. Probus stated they could give a cost estimate for this service and a Change Order could be issued if the Commission elects to add that to the current contract. Commissioner Wagner made the motion to approve MO 15-27; her motion was seconded by Commissioner Jackson. Motion carried. Commissioner Hubbuch explained that he was voting to approve the municipal order because he believes Rumpke does a good job, but his vote was under protest because he has received complaints about the recycling bins that are left at the curb and this is a problem he would like to see resolved.

ADMINISTRATOR’S REPORT – C.A.O. Leidgen

C.A.O. Leidgen presented the latest Resident Call Log. He then presented an outline of the next Hurstbourne Herald and asked the Commissioners to get to him within a week anything else they would like included.

MAYOR’S REPORT – Mayor Schneider

No report.

PUBLIC WORKS REPORT – Commissioner Wells

Commissioner Wells reported that the city wide yard sale will be on June 12-13.

The City has not heard from the Mormon Church regarding the drawings for the proposed sign and landscaping at the Linn Station Road/Hurstbourne Lane entrance.

Commissioner Wells reported it will be necessary to order additional heads for the new sprinkler system. Commissioner Hubbuch made the motion to approve this expenditure, not to exceed a total of $1,500; his motion was seconded by Commissioner Wells. Motion carried.

Commissioner Wells and Engineer Crumpton have identified those streets which need to be repaved or need other repair (gutters, drainpipe and sidewalk installation, crack fill and potholes). The total for this work is estimated at $65,000.

Commissioner Wells presented his plan for future entrance lighting. This plan included refurbishing some lights and possibly replacing small lights with larger ones. He will get back to the Commission on the cost estimate for his proposal.

GENERAL GOVERNMENT REPORT – Commissioner Jackson

Commissioner Jackson asked that the first reading of Ordinance 11-11, a/k/a known as Chapter 37 of the Codified City Ordinances, be given first reading at the next Commission meeting.

To a question from Commissioner Jackson, C.A.O. Leidgen reported that the number of residents who have enrolled in Reach Alert in now more than 700.

Commissioner Jackson reminded the Commission that the 2014-2015 budget will have to be amended to account for expenditures, such as the purchase of the new City Hall building.
