MINUTES REGULAR MEETING
MAY 23, 2023

Mayor Pro-Tem Ben Jackson called the meeting to order at 4:30 p.m.

 ROLL CALL
A. O. Tyler Johnson conducted the roll call. A quorum of the Commission was present.

 PLEDGE
The pledge of allegiance was led by Mayor Pro-Tem Ben Jackson.

RECOGNITION OF GUESTS
Mr. Drew Ulmer, of Baldwin CPA, conducted a very detailed and favorable audit review of the year ending June 30, 2022. After some questions from the Commissioner regarding the report, Mr. Ulmer advised he would finalize the report with the CAO and Treasurer in the coming weeks.

BUSINESS/ACTION ITEMS

APPROVAL OF MINUTES
The May 9, 2023 minutes were presented for approval. Commissioner Wagner made a motion for approval of the minutes and her motion was and was seconded by Commissioner Leavell. Motion carried unanimously.

Mayor Pro-Tem Ben Jackson stated the April check register will be delayed until the next meeting.

A. O. Tyler Johnson—Management Report
Tyler Johnson reported the sanitation bid was posted and the bids are due back by June 1, 2023.The bid opening will occur at 10:00 a.m. at City Hall. C. A. O. Tyler Johnson stated the consensus of the Town Hall meetings with the residents is they would prefer the sanitation collection stay as it is, but if a change does occur, they would accept one weekly collection.

The annual City picnic will be on Sunday, June 25, 2023, from 2-5 p.m. with a taco food truck.  Notifications will be mailed to the residents regarding this picnic. In addition, on June 10, 2023, at City Hall from 9 a. m. until noon there will be a Shred Day event for the residents.

A. O. Tyler Johnson reminded the Commission it was time to invest the annual $100,000 into the Storm Water account. Commissioner Wagner made a motion to invest the $100,000 from the General Fund into the Storm Water Account. Her motion was seconded by Mayor Pro-Tem Ben Jackson. Motion carried unanimously.

A. O. Tyler Johson and members of the Commission reviewed the Call Log and Building Permits list.

COMMISSION REPORTS

MAYOR’S REPORT
Mayor Masick was absent; therefore, there was no report.

CODE ENFORCEMENT/SANITATION REPORT – Commissioner Norton
Commissioner Norton had no report.

GENERAL GOVERNMENT REPORT –Commissioner Jackson
Commissioner Jackson had no report.

PUBLIC SAFETY – Commissioner Leavell
Commissioner Leavell had no report.

PUBLIC WORKS—Commissioner Wagner
Commissioner Wagner had no report.

ATTORNEY’S REPORT – Attorney John Singler
City Attorney John Singler distributed copies of a summary motion which resulted in a positive court ruling regarding a property on Leicester Circle.

CITY ENGINEER’S REPORT—Chris Crumpton
City Engineer Chris Crumpton reported he will provide a summary of the road inspections that were conducted throughout the City at the next meeting. The summary report will include a financial quote for paving and repairs for the 2023-2024 projected budget.

TREASURER’S REPORT – Treasurer Mike Rhodes
City Treasurer Mike Rhodes had no report.

OTHER NON-BUSINESS/ACTION ITEMS
A. O. Tyler Johnson stated a draft of the 2023-2024 budget will be ready for the June 13, 2023, meeting for the first reading. The City’s tax rate will remain the same which will result in a revenue of over $1,500,000 dollars. There will be some increases in sanitation, public safety, and with street lighting replacements.

With regards to Flock cameras, C. A. O. Tyler Johnson reported that approximately $46,000 will be spent for nine cameras which will be installed at the remaining City’s entrances. There will be a Zoom call scheduled with a community relations representative regarding the positive usage of the cameras. The exact timing of the Zoom call will be announced so the Commission can be involved.

At 6:12 p.m. Commissioner Wagner made the motion to adjourn. Her motion was seconded by Commissioner Leavell. Motion carried unanimously.
