REGULAR MEETING
MAY 22, 2018

Commissioner Ben Jackson acting as Mayor Pro-Tem called the meeting to order at 4:30 p.m.

ROLL CALL
C.A.O. Leidgen conducted the roll call.  A quorum of the Commission was present.

Others Present:  John Singler, City Attorney

PLEDGE
The Pledge of Allegiance was led by Mayor Pro-Tem Ben Jackson.

RECOGNITION OF GUESTS
No guests were present.

APPROVAL OF MINUTES
Commissioner Wagner made the motion that the minutes of the May 8, 2018 regular meeting be approved. Her motion was seconded by Commissioner Hancock. Motion carried unanimously.

BUSINESS ITEMS

Municipal Order 18-27 Relating to Check Register Approvals for April 2018. Commissioner Wagner made a motion to approve MO 18-27; her motion was seconded by Commissioner Hancock. Motion carried unanimously.    

Ordinance No. 18-04, Series 2018 Relating to Compensation for Elected and Appointed City Officials. Mayor Pro-Tem Ben Jackson made a motion for introduction and first reading of Ordinance No. 18-04; his motion was seconded by Commissioner Wagner. Motion passed 3-0-1 with Commissioner Hubbuch abstaining.

Ordinance No. 18-05, Series 2018 Adopting the Plan 2040 Comprehensive Plan (Case No. Comp_Plan-Update_4.16.18) After much discussion by the Commission and City Attorney John Singler regarding the 2040 Comprehensive Plan, Commissioner Hubbuch made a motion for introduction and first reading of Ordinance No. 18-05, Series 2018; his motion seconded by Commissioner Wagner. Motion carried unanimously.

ROAD CLOSURES
City Attorney John Singler reported that he met with City Engineer Chris Crumpton regarding changes to the plats. After Mr. Crumpton’s work is completed, Mr. Singler will submit the forms as a formal response to the agency.

LANDSCAPE

WEBSITE REPORT
A. O. Jim Leidgen reported there will be drone shots of the City this week for use on the new website.

PUBLIC WORKS—Commissioner Hubbuch

GENERAL GOVERNMENT REPORT – Commissioner Jackson
No report. However, Mayor Pro-Tem Jackson did inquire if $100,000 in the General Government had been transferred to the Hurstbourne drainage improvement fund.  C. A. O. Jim Leidgen responded that the funds had indeed been transferred. Commissioner Jackson added that he will be meeting with Mr. Leidgen soon to review the General Government section of the 2018-2019 budget.

CODE ENFORCEMENT/SANITATION REPORT – Commissioner Wagner
No report.  However, Commissioner Wagner gave an update that there will be a rally regarding Topgolf on May 23, 2018 at 5:45 p.m. as reported by the local media.  Additionally, City Attorney Singler distributed a letter entitled “Change in Zoning Pre-Application Staff Report” dated on March 12, 2018 illustrating certain requirements expected by the developer. The Commission had further discussion regarding the changes and Mr. Singler added that no formal application has been submitted by Topgolf.

TREASURER’S REPORT – Treasurer Bennett
No report.

ADMINISTRATOR’S REPORT – C.A.O. Leidgen
Mr. Leidgen discussed two addresses on Nottingham that were cited for property upkeep violations. He added that because they are repeat offenders the City has  taken action to remedy the violations, bill them for such remedies and possibly attach liens and surcharges to their properties.
