REGULAR MEETING
March 13, 2012

Mayor Bob English called the meeting to order.

ROLL CALL
C.A.O. Jim Leidgen conducted the roll call. Present were: Mayor Bob English; Commissioners Ed Dahlem, Dick Hays, and Earl Hubbuch; Attorney John Singler; and Treasurer Bill Bennett. Commissioner Wagner was not in attendance. Mr. Leidgen determined that a quorum was present.

PLEDGE
The Pledge of Allegiance was led by Mayor English.

RECOGNITION OF GUESTS
Marilyn Parker, who stated she is a candidate for Louisville Metro Council in the 18th District. She said she would like more responsibility and transparency in government. She would also like to decrease the size of government and make Louisville a more business-friendly community

Barbara Voet, 616 Hatherleigh Place, spoke later in the meeting.

Jacquie Kuhens, 311 Buckingham Terrace, spoke later in the meeting.

APPROVAL OF MINUTES
Mayor English made the motion to approve as distributed the minutes of the February 28, 2012 regular meeting of the City Commission; his motion was seconded by Commissioner Dahlem. Motion carried.

BUSINESS ITEMS
None.

ATTORNEY’S REPORT – Attorney Singler
Attorney Singler referred to the request at the last meeting by Mr. Aaron Thompson of Evergreen
Real Estate for a change in the Binding Elements on the Vinings property. Attorney Singler went to a Planning Commission hearing with a proposal that had been agreed to by Vinings, and presented to the Commissioners that proposal which will be recommended by the Planning Commission. If they decide in the future to do major improvements on Phase 2, they will still be required to complete the roadway work. This matter will come to Hurstbourne from the Planning Commission in a few weeks.

At the last Commission meeting, the Commission had rejected a settlement proposal in the Davis case
(Case 11-C1-01491) and authorized Attorney Singler to make a counter-offer. This has been done and no official response has been made.

TREASURER’S REPORT – Treasurer Bennett
No report.

ADMINISTRATOR’S REPORT – C.A.O. Leidgen
C.A.O. Leidgen has presented to the Commissioners a draft of the next City newsletter and asked them to present their input by the middle of April.

Mr. Leidgen stated that the barrier fence in the common area along Linn Station Road has been repaired at a cost of $514. At Commissioner Dahlem’s suggestion, the contractor will be notified to add a cap to those repaired sections.

C.A.O. Leidgen referred to the conversation at the last meeting regarding term life insurance for city employees. He presented more detail on the lowest quotes of $4,543 and $7,728 for an annual premium. After discussion, Commissioner Hays made the motion to accept the lowest bid of $4,543. The motion did not pass due to lack of a second.

Ms. Barbara Voet asked the Commission to consider placing stations at various locations throughout the City for bags and disposal of dog waste. The Commission agreed to consider this proposal.

MAYOR’S REPORT – Mayor English

GENERAL GOVERNMENT REPORT – Commissioner Dahlem
Commissioner Dahlem reported that he, Mayor English, Treasurer Bennett, and C.A.O. Leidgen worked together on issues pertaining to the vacant financial position in the City Office. After discussion, he made the motion that the City approves Municipal Order 12-12, A Municipal Order Relating to the Hiring of an Independent Contractor for Support in Financial Administration. His motion was seconded by Commissioner Hubbuch. This MO approves the independent contract relationship with Trisha Sikkema for part-time administrative help from May 1, 2012, to April 30, 2013. Motion carried.

Commissioner Dahlem said he has noticed that several of the large trash containers (ones that have to
be picked up by a lift on trucks) are left at the curb all day and are unsightly. Commissioner Hays said that residents have the option of using those containers and there will be an expense if Rumpke is required to take them to the rear. Hurstbourne Resident; Jacquie Kuhens addressed the Commission stating that Commission Members should take care of trash bags in their own driveways. C.A.O. Leidgen said that he would look into the matter.

PUBLIC SAFETY REPORT – Commissioner Hubbuch
Commissioner Hubbuch reported he has heard from Aaron Thompson of Evergreen Real Estate and they plan to activate 4-5 lights on the street at Williamsburg Plaza and also those at the entrance.

 

CODE ENFORCEMENT/SANITATION REPORT – Commissioner Hays
The Junk Pick-up date is scheduled for April 14.
