MINUTES – REGULAR MEETING
March 10, 2026

ROLL CALL
City Clerk Nicol Mercado conducted the roll call. A quorum of the Commission was present.

PLEDGE
The pledge of allegiance was led by Mayor Masick.

RECOGNITION OF GUESTS
Jeff Smith, Administrative Pastor for Hurstbourne Baptist Church shared with the commission the work the church has so far done to preserve and maintain the original stone gates of Hurstbourne Farms as well as the historical stone structure. Church requested assistance from the city in their journey to protect and preserve the heritage, history and image of Hurstbourne. Following the presentation and after brief discussion, Commissioner May made a motion to approve a grant to the church for use of the City Engineer in evaluation services in an amount not to exceed 8 hours. The motion was seconded by Commissioner Leavell. The motion carried unanimously.

PUBLIC COMMENTS
Resident John Nelson of Cromwell Hill Road made commentary on the Hurstbourne Country Club fence installation process and his opposition to the installation due to concerns for his property. Resident Glen Metten of Rugby Place made commentary on the Hurstbourne Country Club fence installation and his opposition to the project. Resident Neil Aboulhosn of Rugby Place inquired about ordinances and penalties with regard to the Hurstbourne Country Club fence installation and expressed his concerns for the project. Resident John Woock of Cromwell Hill Road made commentary on the Hurstbourne Country Club fence installation process. He expressed his opposition of the installation due to improper adherence to the permitting process.

Resident Ronnie Harris of Cromwell Hill Road made commentary on the Hurstbourne Country Club fence installation and noted his concerns for trespassing.

BUILDING PERMIT REVIEW – 9002 Hurstbourne Club Lane – Fence
Prior to the building permit review, Commissioner Leahy recused herself from the discussion, exiting the Board of Commissioners table and entering the public seating area. A quorum remained present for the meeting.

Following public comments and discussion of the permitting process and application for fence already constructed by Hurstbourne Country Club. References were made to Hurstbourne Ordinance Chapter 150.20 Building and Demolition Permits, Letters of Compliance and Approvals. Construction was noted as a violation of 150.21 Design Standards, and a violation of Chapter 91.31 Street and Sidewalk Obstruction. Commissioner May made a motion that the permit be denied and unauthorized improvement in the public right-of-way be removed in accordance with Chapter 91.31. Commissioner Jackson seconded the motion. The motion passed unanimously with one commissioner recused. Following the vote, Commissioner Leahy re-entered the Board of Commissioners table as a voting member. A quorum was present for the meeting to continue.

BUSINESS/ACTION ITEMS

APPROVAL OF MINUTES
The February 24, 2026, Commission Meeting minutes were presented for approval. Commissioner May made a motion for approval of the minutes with amendments, and his motion was seconded by Commissioner Leahy. Motion carried unanimously.

APPROVAL OF DEPARTMENTAL ACH EXPENSES
After review of the departmental ACH expenses, Commissioner Jackson made a motion to approve the payments for processing by the Financial Manager. Commissioner May seconded the motion, and the motion passed unanimously.

CAO Tyler Johnson—Management Report
CAO Johnson passed out the most updated version of the city event calendar for current year. He also informed the Commission that Jefferson County PVA will be reassessing Hurstbourne property values; this information will be added to the next newsletter. CAO Johnson made notice to the Commission that newly hired Treasurer Jerry Plappert was confirmed as previously holding a good and valid CPA license, his referrals were verified, and background record was checked showing nothing of concern. CAO Johnson shared Treasurer Plappert’s official city email address.

COMMISSION REPORTS
MAYOR’S REPORT
Mayor Masick reported her attendance at the 2026 Louisville Mayor’s State of the City Address hosted at the Rotary Club of Louisville on February 12 th and gave positive feedback of the event.

GENERAL GOVERNMENT REPORT – Commissioner Jackson
Commissioner Jackson informed the Commission of a positive first Finance Committee meeting with the new Treasurer. Commissioner Jackson also confirmed for the Commission that the total amount of investments in the KLCIP was still within the approved limits set forth by the Board.

CODE ENFORCEMENT/SANITATION—Commissioner Leavell
Commissioner Leavell reported on the last 30 days of Code Enforcement updates., including points on permitting items as well as signage with courtesy notices issued. Commissioner Leavell referenced a number of yard signs removed by Code Enforcement Field officer as well as updates on inoperable vehicles and a commercial vehicle still present on Nottingham Parkway.

PUBLIC SAFETY REPORT – Commissioner Leahy
Commissioner Leahy reported on Lyndon Police’s activity in the month of February, including activity on Blairwood Road.

PUBLIC WORKS – Commissioner May
Commissioner May reported that the cemetery scan project was now complete. The official report will be shared once received by the contractor. Preliminary information showed that there were 60 graves found within the walls of the cemetery and none outside of it. Commissioner May made the announcement that the Speaker of the House of Representatives, David Osborne, would be issuing a citation honoring Colonel Richard Clough Anderson and the official document will be shared once available. Commissioner May also notified the Commission of a notable electrical issue at the Seaton Springs entrance of the city.

ATTORNEY’S REPORT – Attorney John Singler
City Attorney Singler had no report.

CITY ENGINEER’S REPORT—Chris Crumpton
City Engineer Crumpton made notice that he would have surveys for the entrance upgrade project to share at the next Commission meeting.

BUILDING PERMIT REVIEW – 1301 Oxmoor Woods Parkway – Playscape After brief discussion of the application as well as review of letters of approval from neighbors, Commissioner Leavell made a motion to approve the building permit for a playscape. Motion was seconded by Commissioner Jackson. Motion carried unanimously.

ADJOURNMENT
At 6:22 p.m., Commissioner Jackson made the motion to adjourn. The motion was seconded by Commissioner Leavell. Motion carried unanimously.
