City Clerk conducted the roll call at 4:30 p.m. A quorum of the Commission was present.

BUSINESS/ACTION ITEMS
APPROVAL OF MINUTES
The June 9, 2026, Commission Meeting minutes were presented for approval. Commissioner Jackson made a motion to approve the minutes. Motion was seconded by Commissioner Leahy. Motion carried unanimously.
APPROVAL OF DEPARTMENTAL ACH EXPENSES
After reviewing the departmental ACH expenses, Commissioner Jackson made a motion to approve the payments for processing by the Financial Manager. Commissioner Leavell seconded the motion, and the motion passed unanimously.
FLOCK CAMERA DISCUSSION
After review of data from Flock Cameras owned by the city , Commissioner Leahy shared her recommendations for live cameras in tandem with existing Flock license plate readers, with the specific recommendation to begin with camera additions in the Blairwood area.
Commissioner Leahy made a motion to renew the original contract for five (5) Flock license plate readers. Motion seconded by Commissioner Leavell. Motion passed unanimously. Commissioner Leahy made a motion to include a traffic package offered by Flock to the existing license plate readers cameras up to $3,000.00. After discussion regarding the pricing and features available, the motion was withdrawn.
RESOLUTION 26-02 Designating Colonel Anderson Cemetery a Certified Historical Landmark After reviewing the proposed resolution, Commissioner May made a motion to approve the resolution. Mayor Masick seconded the motion. Motion passed unanimously.
ORDINANCE 26-08 AMENDING THE ANNUAL BUDGET FYE JUNE 30, 2026 – Second Reading
City Attorney John Singler presented for second reading
Ordinance 26-08 AN ORDINANCE AMENDING THE ANNUAL BUDGET FOR THE CITY OF HURSTBOURNE FOR THE FISCAL YEAR JULY 1, 2025 TO JUNE 30, 2026. Commissioner Jackson made a motion to adopt the Ordinance. Motion was seconded by Commissioner Leavell. A roll call vote was taken—Mayor Masick—yea, Commissioner Jackson—yea, Commissioner Leahy—yea, Commissioner Leavell—yea, and Commissioner May—yea. Ordinance 26-08, Series 2026 was adopted by a 5-0 vote.
CAO TYLER JOHNSON – MANAGEMENT REPORT
CAO Johnson shared with the Commission that Paducah Bank’s Wow Wagon was offering an hour of passing out ice cream as a community engagement event. The Wow Wagon would be free for the city’s residents to attend and get ice cream treats at a specified time and place. The Commission agreed to Thursday, June 25 th at 4pm. CAO also updated the Commission on completion of concrete pouring at the cemetery in preparation for the America 250 event. He also shared that a quote was being obtained for the electric at the site in order to properly illuminate the American flag through the night as required by US Flag code. CAO confirmed Neil Anderson would indeed be in attendance to the America 250 event, visiting from North Carolina. CAO requested Commission’s approval to offer to pay or reimburse Mr. Anderson for his hotel accommodations. The Commission agreed this would be proper.

GENERAL GOVERNMENT REPORT – Commissioner Jackson
Commissioner Jackson had no report.
CODE ENFORCEMENT/SANITATION – Commissioner Leavell
Commissioner Leavell had no report.
PUBLIC SAFETY REPORT – Commissioner Leahy
Commissioner Leahy shared that she met with Oxmoor Woods Resident Association representatives regarding the speed hump ordinance. They also discussed other speed calming measures such as rumble strips, speed signs, children at play signs as well as pedestrian and biking lanes. A request was made to Attorney John Singler to revise the speed hump ordinance to make it more flexible for residents. It was also requested to add a section for temporary speed humps to be added by the city when desired without meeting the present requirements as outlined in the current Ordinance.
PUBLIC WORKS – Commissioner May
Commissioner May shared that the flagpole was installed and walkway poured for the Colonel Anderson storyboard area. The concrete would need a few days to cure and then the storyboard itself would be installed. Commissioner May also made note that he would like to see some additional attention to detail from the city’s regular landscaping contractor.
ATTORNEY’S REPORT – Attorney John Singler
City Attorney Singler had no report.
CITY ENGINEER’S REPORT – Chris Crumpton
City Engineer Crumpton shared that the speed hump restriping should be completed within the week. He also passed out revised pricing for the pedestrian lane striping project. After discussing the details, Commissioner May requested graphics or visuals to give the Commission an idea of the completed project’s aesthetics. City Engineer also shared the proposal to install a 4-way stop for the road in front of One Hurstbourne Place to address traffic safety concerns along the country club access drive. Letters would be sent to the neighboring residents as well as to the club asking them to share the new traffic pattern with their club members. City Engineer also made note that the renderings and layouts are being gathered for the entrance improvement project to be presented at a later date.
TREASURER’S REPORT – Jerry Plappert
City Treasurer reminded the Commission that the Financial Manager had been out. Informed the Commission that a treasury bill for $431,000 had matured that same day; $100,000 was subsequently transferred out of the stormwater checking account into that treasury bill to make a $531,000 treasury bill, renewed at 12 months with a 3.98% yield. In July there will be two additional treasury bills to be addressed. Treasurer Plappert reminded the Commission that the benchmark of measuring the financial strength of a city is the percentage of the budgeted expenses to the reserves – our 2026 and 2027 showed high percentages indicating very strong measures of financial strength.
