Mayor Mary Schneider called the meeting to order.

APPROVAL OF MINUTES
Commissioner Jackson made the motion to approve the June 5, 2017 minutes; his motion was seconded by Commissioner Hubbuch.  Motion passed unanimously.
NEW BUSINESS ITEMS
MO 17-26 Approval of City Expenses. After  a discussion, Commissioner Hubbuch moved to approve MO 17-26; his motion was seconded by Commissioner Hancock. Motion passed unanimously.
COMMITTEE REPORTS, JOBS IN PROGRESS/SPECIAL PROJECT AND EVENTS
Under Investments, Commissioner Jackson reported that a certificate of deposit recently matured and was reinvested.
Under Road Closures, Commissioner Jackson reported that a citizen residing on Cheffield Drive had finalized a consent form for closure. Commissioner Jackson requested that an update on road closures be placed in the Hurstbourne Herald. He also requested that the report stating that two of four streets will be closed. After a discussion about Lincolnshire being pending due to one resident not in agreement to sign the consent to close, Mayor Schneider stated her preference to use language stating that 2 out of 4 roads are to be closed. Attorney Singler agreed. Commissioner Jackson requested when the roads are closed a physical barrier or fence needs to be placed on the City side of the each closed street.
Commissioner Wagner added that she will be following up with a resident on Egham. The resident has requested some time to speak with relatives prior to a final decision on the road closure.
C. A. O. Jim Leidgen reported that an application for funds for ADA sidewalk upgrades has been completed with Metro Council Member Marilyn Parker.  She verbally committed $30,000 for this project and the money should be deposited by June 30th. The City will also research the rates to be submitted from Contractor; Lawrence and Associates and utilize them if that is a better price.
In addition, Mr. Leidgen reported on the Williamsburg Plaza irrigation system that was destroyed when the three parcels were developed.  The estimate to repair this system is $16,000 and that quote was sent to the Jefferson Development Group. Commissioner Hubbuch added that he wants the City to move forward with an immediate repair.  After much discussion, the Commission agreed that Greenscapes should start the repair in this fiscal year.
Regarding the upcoming City picnic, C. A. O. Jim Leidgen reported that the sun sets at 7:32 p.m. on September 10.  He stated that he had gained verbal permission from the Mormon Church for the event and is awaiting documents to sign for liability purposes.
Mr. Leidgen distributed a draft of the upcoming issue of the Hurstbourne Herald and asked if each of the Commissioners and Mayor Schneider could respond to him by Friday, June 23 with any suggestions or additional comments prior to publication.  In addition, he asked that each of them review the latest edition of the City directory for any errors. The directory is scheduled to go to the printers by the end of June and will list the residents in alphabetical order and by street address.
MAYOR’S REPORT
Mayor Schneider reported that she and Commissioner Hancock attended the Vining’s Apartments grand opening and presented them with a proclamation from then City.
She also reported speaking with Walter Pritchett from the Hurstbourne Country Club regarding plans to repair hole number 10 where the ground is eroding and the wall is starting to give way due to flooding. There are ongoing conversations with MSD on this issue.
PUBLIC SAFETY – Commissioner Hancock
Commissioner Hancock reported that the police are issuing more citations for speeding. Mr. Hancock also stated that more residents are participating on social media sites regarding public safety. Recently, certain residents expressed concerns regarding installation of children at play signs to manage traffic. After much discussion about placement of additional signs in the City, the Commission agreed that a request for any new sign must come before the Commissioners for approval.

GENERAL GOVERNMENT REPORT – Commissioner Jackson
Commissioner Jackson distributed a sample form to be used regarding C. A. O. Jim Leidgen’s annual evaluation. He explained the form and asked that each Commissioner email him their results by June 30th.  Mr. Leidgen asked that all Commissioners participate so the results reflect a fair assessment of his work.
CODE ENFORCEMENT/SANITATION REPORT – Commissioner Wagner
Commissioner Wagner had no report. However, Commissioners Hubbuch and Jackson asked Commissioner Wagner to contact Rumpke regarding the misplacement of recycle bins in citizen’s drive ways on recycling pick-up days.
ATTORNEY’S REPORT – Attorney Singler
City Attorney John Singler held second reading Ordinance 17-04 “AN ORDINANCE RELATING TO
ADOPTING AN ANNUAL BUDGET FOR THE CITY OF HURSTBOURNE FOR THE FISCAL YEAR JULY 1, 2017 TO JUNE 30, 2018 BY ESTIMATING REVENUES AND RESOURCES AND APPROPRIATING FUNDS FOR THE OPERATION OF CITY GOVERNMENT”. C. A. O. Leidgen presented the proposed budget. After much discussion on various areas of the budget, Commissioner Jackson made a motion to approve Ordinance 17-04; his motion was seconded by Commissioner Hubbuch. Roll call vote was taken—Mayor Schneider—yes, Commissioner Hancock—yes, Commissioner Hubbuch—yes, Commissioner Jackson—yes, and Commissioner Wagner—yes. Ordinance 17-04 was enacted with a 5-0 vote.
TREASURER’S REPORT – Treasurer Bennett
City Treasurer Bennett reported June 2017, the final month of the budget, is in good order. In July 2107, the city property tax bills will be mailed out. Last week, a certificate of deposit was renewed for 9 months and will be shown on the balance sheet. $80,000 will be moved from the Road Fund to cover the road fund expenditures in the General Fund. He anticipates the City to be approximately $50,000 in the black by the end of the fiscal year.
