City Clerk conducted the roll call at 4:30 p.m. A quorum of the Commission was present.

The pledge of allegiance was led by Mayor Mary Masick.
RECOGNITION OF GUESTS
Robert Cissell, resident of Hurstbourne and Treasurer of Oxmoor Woods HOA was welcomed as a guest speaker and made a presentation to the Commission. Presentation focused on the topic of speeding in Oxmoor Woods and continued discussion on speed humps, the current ordinance in place and proposed changes.
BUSINESS/ACTION ITEMS
APPROVAL OF MINUTES
The June 23, 2026, Commission Meeting minutes were presented for approval. Commissioner Jackson made a motion to approve the minutes. Motion was seconded by Commissioner Leavell. Motion carried unanimously.
APPROVAL OF DEPARTMENTAL ACH EXPENSES
After reviewing the departmental ACH expenses, Commissioner Jackson made a motion to approve the payments for processing by the Financial Manager. Commissioner Leahy seconded the motion, and the motion passed unanimously.
ORDINANCE 26-11 AMENDING SECTION 91.01 RELATING TO ENCROACHMENT PERMITS – First Reading
City Attorney John Singler presented for first reading Ordinance 26-11 AN ORDINANCE AMENDING SECTION 91.01 RELATING TO ENCROACHMENT PERMITS. After brief discussion Commissioner Leahy made a motion to introduce the Ordinance for first reading. Motion was seconded by Commissioner Leavell. Motion passed unanimously.
ORDINANCE 26-10 AMENDING SECTION 70.31 RELATING TO USE OF MARKED PEDESTRIAN & BIKE LANES – First Reading
City Attorney John Singler presented for first reading Ordinance 26-10 AMENDING SECTION 70.31 RELATING TO USE OF MARKED PEDESTRIAN & BIKE LANES. After brief explanations and discussion on modification, Commissioner May made a motion to introduce the Ordinance for first reading. Motion was seconded by Commissioner Leavell. Motion passed unanimously.
ORDINANCE 26-09 AMENDING SECTION 91.49 RELATING TO SPEED HUMPS – First Reading
City Attorney John Singler presented for first reading Ordinance 26-09 AMENDING SECTION 91.49 RELATING TO SPEED HUMPS. After discussion Commissioner Leahy made a motion to introduce the Ordinance for first reading. Motion was seconded by Commissioner Leavell. Motion carried with one Nay from Commissioner May and Commissioner Jackson abstaining.
ORDINANCE 26-12 AMENDING SECTION 91.49 RELATING TO SPEED HUMPS – First Reading
City Attorney John Singler presented for first reading Ordinance 26–12 AMENDING SECTION 91.49 RELATING TO SPEED HUMPS. After brief discussion Commissioner May made a motion to introduce the Ordinance for first reading. No second was given. Motion died.
CAO TYLER JOHNSON – MANAGEMENT REPORT
CAO Johnson shared with the Commission that gift baskets were sent to those who participated and assisted with the America 250 event. They were extremely well received. In addition, the A250 commemoration items and proclamations have been sent to Bluegrass Frames for professional framing to highlight and display them in the Commission Chambers. The ISCO event was successfully completed with no city issues noted for a second year in a row. Tax bills were expected to arrive within the next two weeks. A REACH Alert will be scheduled to inform residents when they have gone out. CAO Johnson also shared the new update to the city webpage for residents to easily request a copy of their tax bill for online payment. CAO Johnson shared that calls were being received by residents questioning why there was no American flag flying at the new Veteran’s Memorial flagpole. City Hall has been explaining that due to US Flag code, proper illumination is required to be present in order to fly the flag through the night. Quotes were being received and there should be an approved quote to begin the illumination project very soon.
COMMISSION REPORTS
MAYOR’S REPORT – Mayor Masick
Mayor Masick reported that the America 250 events went smoothly with great attendance. She thanked everyone for their participation and assistance with kudos to all.
GENERAL GOVERNMENT REPORT – Commissioner Jackson
Commissioner Jackson shared a tenant lease for Suite 202 in the City Hall building was renewed for a two-year term.
CODE ENFORCEMENT/SANITATION – Commissioner Leavell
Commissioner Leavell first commented on the America 250 event honoring Colonel Anderson and specifically gave thanks to Commissioner May for his significant input. Commissioner Leavell shared a code enforcement report for June 15 – July 10 outlining general and property activity throughout the city. Commissioner Leavell also expressed his concerns regarding the previous Denial on the Hurstbourne Country Club fence permit during the June 9, 2026 meeting. Commissioner Leavell indicated he had spoken as a private citizen on the matter to various residents and club members and was hoping to bring them together for a compromise.
Commissioner Leahy recused herself from the discussion, leaving the Board of Commissioners table and exiting the Commission Chambers at 6:15 pm. A quorum remained present for the meeting. City Attorney John Singler gave advice on the topic and how to potentially have the two sides come together without directly involving the City Commission. Commissioner Leavell asked if it would be legally acceptable for him to mediate or draw together the two parties. The City Attorney indicated that for Commissioner Leavell to act as a conduit for the two parties to come together would be legally acceptable in his professional opinion.
Following the completion of this topic of discussion, Commissioner Leahy re-entered the Commission Chambers and the Board of Commissioners table as a voting member at 6:21 pm. A quorum was present for the meeting to continue.
PUBLIC SAFETY REPORT – Commissioner Leahy
Commissioner Leahy shared that the Lyndon PD activity report showed slightly lower activity in the Blairwood area over the month of June. Our Flock Camera LPRs found a vehicle that had been stolen and the vehicle was able to be recovered. Commissioner Leahy had investigated the Flock Camera LPR Traffic Package as previously discussed in the prior commission meeting. The additional features offered in that package are speed measuring and car counting. As our Flock cameras are currently only placed at our entrances, speed measuring with them was cited as not being particularly useful. Regarding car counting, that is something already being done by our existing speed radar signs. For those reasons, Commissioner Leahy could not recommend the additional spending.
PUBLIC WORKS – Commissioner May
Commissioner May shared that the Oxmoor Woods entrance at Linn Station Road is being evaluated for updates and possible replacement of the pavers. For now there would be patching repairs done as a temporary measure until further discussion was had. The remediation repairs required after multiple water incidents at the Linn Station Road median and Oxmoor Estates at Leighton were finally completed.
ATTORNEY’S REPORT – Attorney John Singler
City Attorney Singler had no report.
CITY ENGINEER’S REPORT – Chris Crumpton
City Engineer Crumpton shared that repair of the sidewalk in front of McDonalds was set to be performed over the next week. There was also a delay due to weather for the restriping on S Lyndon Lane; the work has been pushed back to the week of July 26 th weather permitting. The Wessex Place pothole was set to be patched and the root cause drainage issue would be rectified during the annual paving by properly leveling and wedging the area. The entrance options for the Entrance Improvement Project will be finalized and presented at the next meeting. The annual paving list is also underway.

Jerry Plappert was not present.
