MINUTES – REGULAR MEETING
DECEMBER 10, 2024

ROLL CALL
C. C. A. O. Tyler Johnson conducted the roll call. A quorum of the Commission was present.

PLEDGE
The pledge of allegiance was led by Mayor Masick.
RECOGNITION OF GUESTS
Hurstbourne resident and Commissioner-Elect John May was in attendance. Residents Douglas Taylor and Brian C. Knop addressed the Commission about former flooding problems in their area and inquired if there were any future plans for repair. City Engineer Chris Crumpton was aware of the flooding problems at their residences and addressed some of their concerns. Ultimately, it was agreed that Mr. Taylor will submit his request for assistance to repair the flooding issue behind his home and C. A.O. Tyler Johnson will contact MSD for their input.
BUSINESS/ACTION ITEMS
APPROVAL OF MINUTES
The November 12, 2024 Commission Meeting minutes were presented for approval. Commissioner Jackson made a motion for approval of the minutes and his motion was and was seconded by Commissioner Leavell. Motion carried unanimously.
C. C. A. O. Tyler Johnson—Management Report
C. C. A. O. Tyler Johnson reported that Eric Effinger contacted him and stated the Oxmoor Woods Estate Section has decided to restart their homeowner’s association and have elected new officers. They will stay in contact with the City to discuss their upcoming projects.
C. C. A. O. Tyler Johnson discussed a request from a resident on Colonel Anderson regarding the removal of a dead tree. This tree was purchased in 2019 as a part of the Tree Canopy Program, and since the purchase the tree died. Due to extenuating circumstances, the resident has requested assistance in the tree removal. Mr. Johnson asked the Commission about the removal, and they stated since this is an exception, he should obtain an estimate for the cost of the project.
C. C. A. O. Tyler Johnson reported a lady had fallen on a City sidewalk on Leesgate and had suffered facial injuries and went to the hospital. He inspected the sidewalk, and it does have a lip where it could be trip hazard. Mr. Johnson stated that he spray-painted the area and left an orange cone to alert others.
Lastly, Mr. Johnson distributed copies of the revised Building Design Standards for the Commission’s review. There will be a discussion on the standards at the first or second meeting in January 2025.
COMMISSION REPORTS
MAYOR’S REPORT
Mayor Masick reported she had recently attended a “901Meeting” and the concept of consolidating Waste Management was discussed. An amount of $160,000 was spent to hire a consultant to review the process. Other issues discussed, which will be monitored by Jefferson County League of Cities, is the Middle Housing, the issues on Blairwood and the homelessness that occurred in Jeffersontown at the Holiday Inn.
PUBLIC SAFETY REPORT – Commissioner Norton
Commissioner Norton had no report.
GENERAL GOVERNMENT REPORT – Commissioner Jackson
Commissioner Jackson had no report.
PUBLIC WORKS – Commissioner Leavell
Commissioner Leavell had no report.
CODE ENFORCEMENT/SANITATION—Commissioner Leahy
Commissioner Leahy had no report.
ATTORNEY’S REPORT – Attorney John Singler
City Attorney John Singler was absent; therefore, there was no report.
CITY ENGINEER’S REPORT—Chris Crumpton
City Engineer Crumpton reported that the Seaton Springs restoration was completed, and he will take pictures for the Commission to review. He stated that several permits had been issued recently and that the street striping throughout the City will be reviewed. In addition, he is awaiting approval from MSD regarding the Wessex Place ditch.
TREASURER’S REPORT – Treasurer Mike Rhodes
City Treasurer Mike Rhodes reported that two Storm Water Treasury Bills were combined to make a total of $797,000 at 4.4% for two months. The ARPA funds have been exhausted. He requested a Finance Committee meeting after the Commission meeting to discuss future investments.
Mayor Masick performed a swearing in ceremony of the new Commission.

At 5:20 p.m., Mayor Masick made the motion to adjourn. Her motion was seconded by Commissioner Jackson. Motion carried unanimously.
