ROLL CALL
City Clerk conducted the roll call at 4:30 p.m. A quorum of the Commission was present.

BUSINESS/ACTION ITEMS
APPROVAL OF MINUTES
The August 11, 2026, Commission Meeting minutes were presented for approval. Commissioner Jackson
made a motion to approve the minutes. Motion was seconded by Commissioner Leahy. Motion carried
unanimously.
APPROVAL OF DEPARTMENTAL ACH EXPENSES
After reviewing the departmental ACH expenses, Commissioner Jackson made a motion to approve the
payments for processing by the Financial Manager. Commissioner Leavell seconded the motion, and the
motion passed unanimously.
ANNUAL PAVING & SIDEWALK REPAIR
City Engineer Crumpton shared the streets chosen for the annual repaving project. The cost estimate for
paving was also presented. Commissioner Leavell made a motion to approve the streets as outlined and
begin the bid process for the project. Motion was seconded by Commissioner Jackson. Motion carried unanimously.
City Engineer Crumpton also shared the scope of work on two sidewalk projects, which includes the
collapsed sidewalk near the McDonald’s on Linn Station Road as well as sidewalks throughout Wessex
Place. Cost estimates for both repair projects were presented. Commissioner May made a motion to
accept the bids for both repair projects. Motion was seconded by Commissioner Jackson. Motion carried
unanimously.
REVIEW & DISCUSSION – SECTION 91.49 RELATING TO SPEED HUMPS
Mayor Masick explained the current ordinance relating to speed humps was put in place 10 years ago and
the shared goal of the commission was to revise and update the ordinance. City Attorney John Singler
presented in more detail the existing ordinance with petition and cost sharing. He explained the two
current ordinance options drafted for review; a ‘notice’ version or a ‘petition’ version.
Commissioner Leahy made a motion to approve the ‘petition’ version. Motion seconded by Mayor
Masick. Motion carried unanimously.
The Commission read through the presented draft of the new speed hump ordinance with a ‘petition’
outline. The following motions were made for further revisions:
Commissioner Leahy made a motion to remove from page one language stating, “Nothing in this
Ordinance shall limit the authority of the City Commission to install, modify, remove, or deny traffic
control devices where the Commission determines such action is necessary to protect public health,
safety, or welfare.” Motion seconded by Commissioner Jackson. Motion carried with a 4-1 vote;
Commissioner May opposed.
Commissioner May expressed concerns with the term ‘impact area’ and street definitions. Commissioner
Jackson made a motion to add Local Road definitions to the ordinance. Motion seconded by
Commissioner Leahy. Motion carried unanimously.
Commissioner Leahy made a motion to add example language to the 85% Percentile Speed definitions.
Motion seconded by Commissioner Leavell. Motion carried unanimously.
Commissioner Leahy made a motion to change page 4, Section C – 3 to indicate that the daily traffic
volume shall exceed 300 vehicles. Motion seconded by Commissioner Jackson. Motion carried
unanimously.
Commissioner Leahy made a motion to change language on page 6, Section B – subsection C to strike the
requirement of an additional meeting. Motion seconded by Commissioner Jackson. Motion carried
unanimously.
Commissioner Leahy made a motion to change page 7 language for section C, to strike verbiage in the
first line stating “in the absence of an official HOA.” Motion seconded by Commissioner Leavell. Motion
carried unanimously.
Commissioner Leavell left the meeting, leaving the Board of Commissioners table and exiting the
Commission Chambers at 5:51 pm. A quorum remained present for the remainder of the meeting.
Commissioner Leahy made a motion for various adjustments in titles/terms for page 7, Section C as well
as the adjustment of the percentage of written support received by City Hall to 70%. Motion seconded by
Mayor Masick. Motion carried unanimously.
Commissioner May made a motion to leave the language on page 3, Section C stating, “Failure to respond
shall not be considered support or opposition.” Motion died with no second.
Commissioner Leahy made a motion to remove the sentence on page 3, Section C stating, “Failure to
respond shall not be considered support or opposition.” Motion seconded by Commissioner Jackson.
Motion carried with a 3-1 vote; Commissioner May opposed.
Commissioner Leahy made a motion to add, “as defined in Section 3” to page 7, Section C. Motion
seconded by Mayor Masick. Motion carried with a 3-1 vote; Commissioner May opposed.
Commissioner May made a motion to strike Section 7, Appeals, located on page 8. Motion seconded by
Commissioner Leahy. Motion carried unanimously.
Commissioner Leahy made a motion to strike the last paragraph of Section 5, Installation and Cost,
located on page 8, to remove the language stating that residents could pay for up to 50% of the
installation, and removed the cost share language completely. Motion seconded by Commissioner
Jackson. Motion carried unanimously.
Commissioner Leahy made a motion that on page 9, Section 8 – 3, be revised to “70% of the owners in
the impact area.” Motion seconded by Commissioner Jackson. Motion carried unanimously.
Commissioner Leahy made a motion to remove on page 9, Section 9, the line stating, “Traffic calming
measures submitted via HOA (section 4A subsection b) will be jointly reviewed and approved.” Motion
seconded by Commissioner Jackson. Motion carried unanimously.
Commissioner Leahy made a motion to introduce the Ordinance26-13, NEIGHBORHOOD TRAFFIC
CALMING POLICY FOR SPEED LIMIT REDUCTIONS, SPEED HUMPS, SPEED CUSHIONS,
SPEED TABLES, MULTI-WAY STOPS, INSTALLATION, APPEALS, AND REMOVALS as revised
for First Reading. Motion seconded by Commissioner Jackson. Motion carried unanimously.
PUBLIC COMMENTS
The Commission heard comments as well as answered questions from residents in the audience pertaining
to the revised ordinance.
