City Clerk conducted the roll call at 4:30 p.m. A quorum of the Commission was present.

BUSINESS/ACTION ITEMS
APPROVAL OF MINUTES
The July 28, 2026, Commission Meeting minutes were presented for approval. Commissioner Jackson made a motion to approve the minutes. Motion was seconded by Commissioner Leahy. Motion carried unanimously.
The July 23, 2026, Board of Ethics Meeting minutes were also presented for review.
APPROVAL OF DEPARTMENTAL ACH EXPENSES
After reviewing the departmental ACH expenses, Commissioner Jackson made a motion to approve the payments for processing by the Financial Manager. Commissioner Leavell seconded the motion, and the motion passed unanimously.
BRICK ENTRANCE DESIGN PRESENTATION
City Engineer Crumpton shared information, images and renderings for the existing entrances as well as proposed new entrance designs. Design choices, logistics, and bid package options were discussed. The bid package will be preferably submitted within the next two weeks. Commissioner May made a motion to move the Shelbyville Road project from the design phase to the bid phase. Motion was seconded by Commissioner Jackson. Motion carried unanimously.
FLOCK SAFETY LPR NETWORK SHARING
Commissioner Leahy shared with the Commission that license plate readers have been receiving lots of coverage in the news. The feeling of safety for residents has been important but recent misuse of license plate readers has been made public. General concerns from residents have arisen as well as Supreme Court cases with potential impacts on license plate readers. There have been 4 th amendment issues regarding cell phone tracking with possible implications that the Commission should be aware of moving forward. Representative Thomas Massie is set to put forth a bill proposing to withhold federal funding to municipalities that use LPRs. A direct request was made to City Attorney to investigate the cases and their impact on our city. Commissioner Leahy would like to see our LPRs be more secure, less intrusive, and safe for our residents. A request was made for a discussion to be held to decide who has access to the city’s data and who it would be shared with. City Attorney informed that there have been two direct Kentucky cases recently dealing with LPR technology to the Kentucky Supreme Court. Attorney Singler will obtain copies of both cases for the future discussion.
CAO TYLER JOHNSON – MANAGEMENT REPORT
CAO Johnson shared with the Commission that hundreds of residents have already paid their recently released 2026 Property Tax bills. The payment return rate of the residents was around 30% as of the date of the meeting. CAO Johnson shared the newly framed America 250 proclamations, ceremonial flag, and commemorating items. They are set to be hung and displayed in the Commission Chambers. CAO Johnson informed the Commission that the insurance payment for the wreck involving the Shaftsbury entrance had been received. CAO Johnson also reminded the Commission of the Special Called Meeting set for Thursday, August 13 at 4 pm. CAO Johnson informed the Commission of an incident on Col. Anderson Parkway where a contractor had used a storm drain to pour leftover concrete. MSD was involved and had issued the contractor a notice with potential fines. CAO Johnson had spoken directly with the resident and contractor. This is the second incident of this type in the past two weeks. CAO Johnson and City Engineer Chris Crumpton are working on a list of expectations to share with contractors during the permitting process in hopes of avoiding these incidents in the future. CAO Johnson shared an update with the Commission on an ongoing complaint regarding standing water and potential mosquito concerns at a property on Linn Station. The situation was reported to the Department of Public Health; they determined that there is no standing water as the water does eventually completely drain out. The length of time water is present would not be reasonable for mosquito breeding cycle. From their standpoint they do not consider this a public safety issue, strictly a matter between two private households, and the resident has been informed.
COMMISSION REPORTS
MAYOR’S REPORT – Mayor Masick
Mayor Masick reported that she has been in contact with Deputy Mayor Nicole George and will be scheduling a meeting to discuss a request for a live camera feed for Blairwood Road.
GENERAL GOVERNMENT REPORT – Commissioner Jackson
Commissioner Jackson had no report.
CODE ENFORCEMENT/SANITATION – Commissioner Leavell
Commissioner Leavell shared the code enforcement activity report over the last 30 days. Notices were
issued for property maintenance, landscape issues as well as parking and signage compliance. Business
license and ABC compliance was also additionally enforced.
Commissioner Leahy recused herself from the discussion, leaving the Board of Commissioners table and exiting the Commission Chambers at 5:12 pm. A quorum remained present for the meeting. Commissioner Leavell shared that he was made aware that Hurstbourne Country Club was in discussion with residents over the previous fence issues and hopefully working toward compromise.
Following the completion of this topic of discussion, Commissioner Leahy re-entered the Commission Chambers and the Board of Commissioners table as a voting member at 5:12 pm. A quorum was present for the meeting to continue.
PUBLIC SAFETY REPORT – Commissioner Leahy
Commissioner Leahy let the Commission know that the monthly police activity report had not yet been received but will be reviewed and shared at the next meeting. Speed data and statistics for the four speed radar signs was shared.
PUBLIC WORKS – Commissioner May
Commissioner May shared that extensive efforts had been put into the entrance design layouts, budget and project overall. A list of contractor expectations was in production for various project types. Commissioner May also shared concerns he had been made aware of from residents about golf cart misuse and safety concerns.
ATTORNEY’S REPORT – Attorney John Singler
City Attorney Singler had no report.
CITY ENGINEER’S REPORT – Chris Crumpton
City Engineer Crumpton shared that repair of the sidewalks though Wessex and curbs along Linn Station were currently being planned. He discussed concerns over chemical applications for weeds. The City Engineer indicated that the preliminary paving budget and summary of streets for repaving would be prepared and shared at the following meeting. He also shared some information regarding pedestrian lane striping that was planned; especially in regard to intersections. Plans will be in place for an education campaign on the pedestrian walkway campaign to notify residents by letter, as well as a REACH Alert and posting signage.

Jerry Plappert was not present.
