Mayor Bob English called the meeting to order.
ROLL CALL
C.A.O. Leidgen conducted the roll call. Present were: Mayor Bob English; Commissioners Ed Dahlem, Earl Hubbuch, Ben Jackson, and Lois Wagner; Attorney John Singler; and C.A.O. Jim Leidgen. Treasurer Bill Bennett was not in attendance. A quorum of the Commission was present.
PLEDGE
The Pledge of Allegiance was led by Mayor English.
RECOGNITION OF GUESTS
There were no guests who wished to speak with the Commission.
APPROVAL OF MINUTES
There were a couple of corrections to the minutes. Commissioner Jackson made the motion to approve as amended the minutes of the March 26, 2013 regular meeting of the City Commission; his motion was seconded by Commissioner Wagner. Motion carried.

ATTORNEY’S REPORT – Attorney Singler
Attorney Singler referred to Municipal Order 13-16, A Municipal Order Relating to the Approval
of Revised Detailed Development Plan and Revised and Additional Binding Elements on Property Located at 340 Whittington Parkway, Containing 1.2 Acres, Which Property is a Portion (Lot Five) of the Property Previously Rezoned in Planning Commission Case Number 13545; Being in the City of Hurstbourne (Case Number 118563). This municipal order states that the approved construction plan for drainage and the drainage/detention structures, as well as the final landscape plan, which shall include a three-foot berm as measured from the elevation of the parking lot to the top of the berm along the Hurstbourne Parkway side of the property, must also be presented and approved by the City of Hurstbourne prior to and as a condition of any building permit application. Attorney Singler also presented a letter from Attorney Bill Bardenwerper to Chris Brown of Louisville Metro Planning and Design Services. This letter included a copy of the revised building elevations for the Maserati
dealership and noted that the applicant has removed the second floor of the building and there is no tower facing Hurstbourne Parkway. This will go back to committee for review and then will come back to the Hurstbourne Commission on May 14.
TREASURER’S REPORT
No report.
ADMINISTRATOR’S REPORT – C.A.O. Leidgen
The PVA Office has given the City the 2013 preliminary assessments for Hurstbourne, including the number of parcels, assessed value of land and improvements, and the homestead and disability exemptions. C.A.O. Leidgen presented to the Commission a year-by-year comparison against 2012 and 2011. Indications on the preliminary assessment are that the total value of land and improvements decreased while exemptions for homestead and disability increased slightly.
Mr. Leidgen reported that a citation has been issued to the resident who had a gate erected on his property on Cheffield in a location which had not been approved by the Commission. The resident would like to appeal, and has requested a hearing before the City’s Code Enforcement Board.
The City is moving forward on the requirements involved in the proposed change of street names and the installation of the directory sign (which is contingent on total contribution from the businesses in the area).
MAYOR’S REPORT – Mayor English
Mayor English expressed his congratulations to the University of Louisville men’s basketball team in their NCAA championship the previous night.
GENERAL GOVERNMENT REPORT – Commissioner Dahlem
No report.
PUBLIC SAFETY REPORT – Commissioner Hubbuch
Commissioner Hubbuch and C.A.O. Leidgen have sent a letter of congratulations to Tim Wilkerson, the new commander of District 8 of the Louisville Metro Police Department.
The latest police report indicates that 132 residents and 101 nonresidents have been issued various citations.
Commissioner Hubbuch stated he was unable to get in touch with Rick Shaw about the petition regarding coyotes.
Commissioner Hubbuch and Attorney Singler have been preparing a City policy that professional animal control companies and independent contractors must comply with when attempting to eradicate coyotes or other animals within the City.
CODE ENFORCEMENT/SANITATION REPORT – Commissioner Jackson
Junk pickup day will be on April 27.
PUBLIC WORKS REPORT – Commissioner Wagner
The City-wide yard sale will be on June 7-8 and the picnic will be on June 9.
