Mayor Bob English called the meeting to order.
ROLL CALL
C.A.O. Leidgen conducted the roll call. Present were: Mayor English; Commissioners Ed Dahlem, Earl Hubbuch, Ben Jackson, and Lois Wagner; Attorney John Singler; and C.A.O. Jim Leidgen. Treasurer Bill Bennett was not in attendance. A quorum of the Commission was present.
PLEDGE
The Pledge of Allegiance was led by Mayor English.
RECOGNITION OF GUESTS
LMPD Officer E. M. Dunn was present to report on recent activity in the City. He stated that their officers have been routinely patrolling and running radar in the City. He also reported that many of those individuals who have been stopped for speeding are Hurstbourne residents. He advised residents to lock their vehicles that are parked in driveways as some of them have been broken into and items and money have been taken from those vehicles.

APPROVAL OF MINUTES
Commissioner Jackson made the motion to approve the minutes of the May 28, 2013 regular meeting of the City Commission; his motion was seconded by Commissioner Wagner. Motion carried.
BUSINESS ITEMS
Ordinance 13-04, Amendment of Annual Budget for the City of Hurstbourne for the Fiscal Year July 1, 2012 to June 30, 2013 by Estimating Revenues and Resources and Appropriating Funds for the Operation of City Government was placed on the table. C.A.O. Leidgen explained that this ordinance amends the current year’s budget and is necessary to more closely line up with the actual financial position of the City at the end of the fiscal year. Commissioner Hubbuch made the motion to approve introduction and first reading of Ordinance 12-04; his motion was seconded by Mayor English. Motion carried. Attorney Singler gave first reading by summary of this ordinance and went through those items of the budget that are being amended.
Ordinance 13-05, An Ordinance Relating to the Adoption of the City of Hurstbourne Ad Valorem Tax Assessment and the Levying of Ad Valorem Tax Thereon for City Purposes for the Fiscal Year ending June 30, 2014. This ordinance would keep the ad valorem tax for the City of Hurstbourne at $.185 per $100 of all real estate assessed for taxation. Commissioner Hubbuch made the motion to introduce and approve first reading of Ordinance No. 13-05. His motion was seconded by Commissioner Dahlem. Motion carried. Attorney Singler gave first reading by summary to Ordinance 13-05.
ATTORNEY’S REPORT – Attorney Singler
Attorney Singler stated that he, along with C.A.O. Leidgen and City Engineer Chris Crumpton, are keeping up-to-date on activity on the Vinings property.
Attorney Singler reported on three foreclosure cases: 1) the house at 105 South Whipps Mill was sold back to the bank at the Commissioner’s office sale; 2) the house at 302 Buckingham is now in the hands of a new owner; and 3) the owner of the house at 9214 Parkington has been referred to an attorney to file foreclosure but no action has yet been filed.
ADMINISTRATOR’S REPORT – C.A.O. Leidgen
C.A.O. Leidgen presented the latest newsletter which has been mailed to residents. Stickers were included for residents to use to inform their insurance companies that they live within the City of Hurstbourne.
Several residents have been notified that their grass needs to be cut.
MAYOR’S REPORT – Mayor English
Mayor English thanked Commissioner Wagner and C.A.O. Leidgen for their work on the City picnic. Several residents mentioned that it was a fun time.
Mayor English stated he had been notified that there are problems with the sprinkler system at the Lyndon Lane entrance.
GENERAL GOVERNMENT REPORT – Commissioner Dahlem
No report.
PUBLIC SAFETY REPORT- Commissioner Hubbuch
City Engineer Crumpton said he is waiting for final approval from Louisville Metro on the street name changes at Blairwood Road.
Commissioner Hubbuch reported that the directional sign for the businesses along Blairwood is finalized.
CODE ENFORCEMENT/SANITATION REPORT – Commissioner Jackson
Commissioner Jackson said that to his knowledge nothing has been done about the gate which was installed in an incorrect location.
An individual has been constructing a home addition without approval from Hurstbourne or Louisville Metro. This matter has been turned over to Louisville Metro for resolution.
There was discussion about the City’s Code Enforcement Board regarding circumstances where there might be a conflict of interest. Commissioner Wagner emphasized that members on this board are there to determine whether there is a violation of City regulations rather than any Deed Restrictions which would be controlled by any applicable Residents’ Association.
Commissioner Jackson, C.A.O. Leidgen and Mr. Crumpton have met with a consultant for his comments regarding the possible construction or purchase of a new City Hall.
To a question from Commissioner Jackson, C.A.O. Leidgen said he has corresponded with Barb Madore of 1232 Inverness Court regarding her question about financial assistance for work on the brickwork at their Condominium entrance.
Commissioner Jackson also asked that the City respond to a letter which was sent to the City about the picnic.
Commissioner Jackson thanked C.A.O. Leidgen for all of his work to get ready for the picnic. He noted that he had seen Mr. Leidgen several times during the day setting up chairs and doing other chores in order to have everything ready in time.
PUBLIC WORKS REPORT – Commissioner Wagner
Mr. Crumpton reported that additional information was forwarded to Louisville Metro Commissioner Marilyn Parker regarding the City’s application for a $30,000 grant for construction of additional ADA sidewalks. The City has received notification that these funds will be sent prior to the selection of a contractor for the work on the sidewalks.
Commissioner Wagner also thanked C.A.O. Leidgen for his help with the picnic on June 9. The yard sale was held as scheduled on June 7-8.
Commissioner Wagner and Engineer Crumpton are working on different options for prioritizing road repaving and repair work.
There will be some restoration of the landscaping on some of the City cul de sacs.
Flowers will be planted at the Shelbyville Road/Lyndon Lane entrance after all of the painting and other work is completed.
