MINUTES – REGULAR MEETING

ROLL CALL
City Clerk Nicol Mercado conducted the roll call. A quorum of the Commission was present.

BUSINESS/ACTION ITEMS

APPROVAL OF MINUTES
The January 27, 2026, Commission Meeting minutes were presented for approval. Commissioner Jackson made a motion for approval of the minutes with amendments, and his motion was seconded by Commissioner May. Motion carried unanimously.

APPROVAL OF MINUTES
The January 29, 2026, Special Called Meeting minutes were presented for approval. Commissioner Jackson made a motion for approval. His motion was seconded by Commissioner Leavell. Motion carried unanimously.

Ordinance 26-01 Revised Code of Ethics – Chapter 38 – First Reading
City Attorney John Singler presented for first reading Ordinance 26-01 AN ORDINANCE REPEALING AND REPLACING CHAPTER 38 OF ITS CODE OF ORDINANCE RELATING TO THE CITYS CODE OF ETHICS. After discussion, John Singler agreed to make revisions to language as discussed and agreed. Commissioner Leahy made a motion for introduction as amended. Her motion was seconded by Commissioner Leavell. Motion carried unanimously.

CAO Tyler Johnson—Management Report
CAO Johnson reported on miscellaneous damage incurred during snow removal. The remediation of these items will occur as weather permits and when snow is no longer present. CAO Johnson made notice that a new edition of the city newsletter was being drafted would be available for review in roughly two weeks’ time. CAO Johnson also reminded the commission that Baldwin CPAs would be attending the February 24, 2026, commission meeting to present the audit report.

BUILDING PERMIT REVIEW – Little Public Library
The Commission reviewed a building permit for construction of a Little Public Library at 8807 Nottingham Parkway. After discussion, it was agreed that attorney John Singler would create some guidelines for design standards for future installations of Little Public Libraries. The permit was not approved at this time.

BUILDING PERMIT REVIEW – 500 Colonel Anderson Parkway
The Commission reviewed a building permit for the construction of a room addition on the back corner of the existing home. City Engineer Chris Crumpton confirmed his review of the application, plans/elevations, an on-site visit, and direct communication with the builder. He determined all was proper. Commissioner May made a motion to approve the permit. Motion seconded by Mayor Masick. Motion carried unanimously.

BUILDING PERMIT REVIEW – 511 Westerham Court
The Commission reviewed a building permit for the construction of a covered patio on the back of the existing home. City Engineer Chris Crumpton confirmed his review of the application, plans/elevations as well as an on-site visit. He determined all was proper. Commissioner May made a motion to approve the permit. Motion seconded by Commissioner Jackson. Motion carried unanimously.

COMMISSION REPORTS

MAYOR’S REPORT
Mayor Masick had no report.

GENERAL GOVERNMENT REPORT – Commissioner Jackson
Commissioner Jackson reported that a Finance Committee meeting was held. Commissioner Jackson also made noted that the city is actively working on filling the Treasury position and would have more information by the next Commission meeting.

CODE ENFORCEMENT/SANITATION—Commissioner Leavell
Commissioner Leavell reported on a review of the 2025 and January 2026 Code Enforcement activity, citing various locations as provided by Code Enforcement Field Officer.

PUBLIC SAFETY REPORT – Commissioner Leahy
Commissioner Leahy reported on police responses to Hurstbourne in January 2026 – there were 115 total police responses to the city overall, with 13 considered of significance. Commissioner Leahy requested that CAO Johnson conduct a cost-benefit analysis of video cameras as a possible additional or supplemental safety measure. Commissioner Leah briefly went over speed radar sign data for Linn Station and Oxmoor Woods with plans of more thorough information to come.

PUBLIC WORKS – Commissioner May
Commissioner May reported on snow melt uncovering public works items for repair and made note that the assessment of those items was to be determined by the landscaping contractors and City Horticulturist.

ATTORNEY’S REPORT – Attorney John Singler
City Attorney John Singler had no report.

CITY ENGINEER’S REPORT—Chris Crumpton
City Engineer Crumpton reported that with snow melting and weather improving, this would allow for completion of the crosswalk and sign installations.

EXECUTIVE SESSION
At 5:49 pm, Commissioner Jackson made a motion to enter Executive Session per KRS 61.810(f). Mayor Masick seconded the motion, and the motion carried unanimously. At 5:53 pm, Commissioner Jackson made a motion to exit Executive Session. Commissioner Leavell seconded the motion, and the motion carried unanimously.

ADJOURNMENT
At 6:03 p.m., Commissioner Jackson made the motion to adjourn. The motion was seconded by Commissioner Leavell. Motion carried unanimously.
