REGULAR MEETING
FEBRUARY 28, 2023

Mayor Pro-tem Jackson called the meeting to order at 4:30 p.m.

ROLL CALL

C. A. O. Tyler Johnson conducted the roll call.  A quorum of the Commission was present.

The pledge of allegiance was led by Mayor Pro-tem Jackson.

No guests were present.   

BUSINESS/ACTION ITEMS

APPROVAL OF MINUTES

The February 14, 2023 minutes were presented for approval. With a minor correction, Commissioner Wagner made a motion for approval of the minutes as amended and her motion was seconded by Commissioner Leavell. Motion carried unanimously.  

Municipal Order 23-19—Relating to Check Register Approvals for January 2023. 

After some inquires, Commissioner Wagner made a motion to approve MO 23-19. Her motion was seconded by Commissioner Norton. Motion carried unanimously.

Municipal Order 23-18 and the Memorandum of Agreement between Louisville and Jefferson County Metropolitan Sewer District was tabled until Mayor Masick was present at the next meeting. However, on page 2 of the memorandum there was a discussion regarding section (6) CAUSES AND TERMINATION. After some discussion, Mayor Pro-tem Jackson requested for future invoices to be reviewed by City Attorney Singler and City Engineer Crumpton prior to payment. This topic will be continued at the next meeting when Mayor Masick is present.

C. A. O. Tyler Johnson—Management Report

C. A. O. Tyler Johnson distributed his report to the Commission. He stated there will be a meeting scheduled with LG&E mid-March to discuss street light replacements. Also, he reported the sanitation bid package is completed; however, Rumpke has requested a meeting on March 20 therefore the bidding will be delayed until after the meeting. With regards to the Hurstbourne weather station, Mr. Johnson reported he is working with the City’s IT contractor to resolve the problem.

C. A. O. Johnson reported a tree had been removed at 710 Nottingham by Cornerstone and a lien will be placed on the property. In addition, Mayor Masick, City Engineer Crumpton, and Mr. Johnson will meet on March 6, 2023 to discuss stormwater drainage issues and culvert projects. He reported the residents at 709-711 Nottingham expressed concerns regarding usage of the creek near them and Cornerstone cleared the area.

C. A. O. Johnson stated Oxmoor Woods Residential Association will hold their annual meeting at City Hall on March 21, 2023, at 6 p. m. and the Commission is invited.  He stated that he will be out of the office on Thursday and Friday, March 2nd and 3rd to attend a City Managers Conference in Lexington. He added he would be available by phone.

COMMISSION REPORTS

MAYOR’S REPORT

No report. 

CODE ENFORCEMENT/SANITATION REPORT – Commissioner Norton

Commissioner Norton reported due to recent concerns regarding carport/deck structures, City Attorney Singler will be researching regulations in order to construct a future ordinance that will resolve the issue.

GENERAL GOVERNMENT REPORT –Commissioner Jackson

Mayor Pro-tem Jackson reported that due to recent inquiries regarding the vacant rental office at City Hall which may involve late working hours, the Commission decided that only companies with regular business hours only should apply. This decision was made in order not to disrupt the current occupants.  Mayor Pro-tem Jackson requested the statement regarding regular business hours should be added to future lease agreements.

PUBLIC SAFETY – Commissioner Leavell

Commissioner Leavell stated he looks forward to working with the new Police Chief Rob Schroeder. City Engineer Crumpton added there will be traffic studies conducted near Top Golf in the next two weeks.

PUBLIC WORKS—Commissioner Wagner

Commissioner Wagner distributed field notes supplied by Horticulturist Andrea Hanlon which denoted her detailed work in all areas of the City. The Commission expressed their gratitude for her dedication.

ATTORNEY’S REPORT – Attorney John Singler 

No report.

CITY ENGINEER’S REPORT—Chris Crumpton 

Mr. Crumpton reported there will be curb repair work beginning in the Spring.

TREASURER’S REPORT – Treasurer Mike Rhodes

City Treasurer Rhodes reported there are nearly $500,000 in certificate of deposits to be renewed. Recently, $243,000 in Treasury Bills had been purchased for 6 months at 4.91%. Currently, the balance of the Storm Water account is $557,000.

OTHER NON-BUSINESS/ACTION ITEMS

None.

At 5:50 p.m. Commissioner Wagner made the motion to adjourn. Her motion was seconded by Commissioner Leavell. Motion carried unanimously.
