Mayor Masick called the meeting to order at 4:30 p.m.

Nobody came forward to address the Commission.
BUSINESS ITEMS
City Attorney, John Singler summarized both the PROPERTY TAX RATE HEARING and the ROAD FUND EXPENDITURES HEARING with the proposed 2019-20 tax rate of $0.169 per $100.00 of Assessed Values, Expected 2019-20 Tax Revenues of $1,310,000, budgeted 2019-20 Road Fund Revenues of $80,000 and total 2019-20 Paving Projected Paving Projects of $150,000. Afterwards, Attorney Singler called for public comment. There was no response from those in attendance.
There being no additional business during the public hearing, a motion was given to adjourn the meeting by Commissioner Hubbuch and was seconded by Commissioner Jackson. Motion carried unanimously.

APPROVAL OF MINUTES
After making a minor change, Commissioner Hubbuch made a motion that the minutes of the
June 11, 2019 regular meeting be approved. The motion was seconded by Commissioner Leavell. Motion carried unanimously.
BUSINESS ITEMS
M.O. 19-22: Approval of City Expenses for May, 2019: Motion was made by Commissioner Hubbuch for approval and was seconded by Mayor Masick.
ORD. 19-02: Approval of 2019 Ad Valorem Tax-FYE 2020 (Second reading): Motion was made by Commissioner Jackson for approval and was seconded by Commissioner Hubbuch. Roll Call results: Masick, Hubbuch, Jackson, Leavell, Wagner (Yes) – Motion passed 5-0
ORD. 19-03: Approval of 2019-2020 Budget (Second reading): After Budget review and discussion, a motion was made by Commissioner Jackson for approval and was seconded by Commissioner Wagner. Motion passed. Roll Call results: Masick, Hubbuch, Jackson, Leavell, Wagner (Yes) Motion passed 5-0
REPORTS
COMMISSION REPORTS
Mayor Masick
Mayor Masick requested that the latest draft of the Hurstbourne Herald be reviewed by everyone, with comments or suggestions to be sent to C.A.O. Leidgen for upcoming publication.
Commissioner Hubbuch, Public Works
Commissioner Hubbuch stated that C.A.O. Leidgen would cover items regarding Public Works in his report. He also brought up the topic of adding an additional banister in the City Hall Building from the first floor to first landing in the stairwell. After some discussion, it was decided to have Attorney Singler research whether the proposed alterations resulting is the narrowing of the stairway would be compliant with applicable building codes. That information is to be forwarded to Commissioner Jackson before any decision is made.

Commissioner Leavell, Public Safety
Commissioner Leavell summarized a recent police activity report. He discussed the number of citations and warnings given as well as a number of Officers that have not issued any warnings or citations during their shifts. He and C.A.O. Leidgen will meet with John Aubrey in July. Commissioner Hubbuch commented on the Lyndon-St. Matthews Fire Departments merger and possible impacts to Hurstbourne residents.
Commissioner Wagner, Sanitation/Code Enforcement
Commissioner Wagner stated that Code Enforcement Field Officer, George Stewart has been proactive and is ahead of schedule in the issuance of notices of violations.
CITY ATTORNEY REPORT
City Attorney John Singler reported that AT&T will make a presentation at a July Commission meeting. It was decided to have them discuss the small cell sites on the July 23rd meeting.
CITY ENGINEER REPORT
Mr. Crumpton reported on the plans for the Hyatt Hotel plans and the changes to the Vikings development plans. Commissioner Wagner requested that Horticulturist Andrea Hanlon review any landscape plans before approval.
CITY ADMINISTRATIVE OFFICER REPORT
C. A. O. Leidgen reported on the status of Hurstbourne Herald, property tax bill mailings, the office suites are ready to go, suite 202 tenant lease was renewed, painting of black fences on Linn Station Road, S. Lyndon Lane at Christian Way, minor storm damage to signs and the quick run-up of code enforcement activities with George Stewart. Commissioner Jackson brought up a case where the homeowner has no landscaping and that it had been that way for 3 years. After a discussion, it was decided to issue a citation.
OTHER NON-BUSINESS / ACTION ITEMS
EXECUTIVE SESSION
Under authority of KRS 61.810(1)(c), Attorney Singler requested that the Commission entertain a motion to adjourn the regular meeting to enter into EXECUTIVE SESSION to discuss possible pending litigation. Such motion was made by Commissioner Jackson followed by a second from Commissioner Hubbuch. Motion passed.
RETURN FROM EXECUTIVE SESSION TO REGULAR MEETING
After a discussion, the Commission took no actions during EXECUTIVE SESSION. After which, Commissioner Jackson made the motion to reconvene to the regular meeting. Commissioner Leavell seconded his motion. Motion passed.
ADJOURNMENT
At 6:08 p.m. Commissioner Jackson made the motion to adjourn. The motion was seconded by Mayor Masick; motion carried unanimously.
