MINUTES
REGULAR MEETING
FEBRUARY 8, 2022

Mayor Masick called the meeting to order at 4:30 p.m. 

ROLL CALL
A. O. Jim Leidgen conducted the roll call. A quorum of the Commission was present.

BUSINESS/ACTION ITEMS

APPROVAL OF MINUTES
The January 11, 2022, minutes were presented for approval. With a minor correction, Commissioner Wagner made a motion for approval of the minutes and her motion was seconded by Commissioner Jackson. Motion carried unanimously. 

MUNICIPAL ORDER 22-14—–Relating to Check Register Approvals for December 2021. 
After some discussion, Commissioner Wagner made a motion to approve MO 22-14. Commissioner Leavell seconded her motion. Motion carried unanimously. 

ADMINISTRATOR’S REPORT – C.A.O. Jim Leidgen
Mr. Leidgen reported the search is ongoing for a Financial Assistant. The Kentucky Department of Local Government distributed the annual cost of living data applicable to compensation of elected officials. Mr. Steve Yackey renewed his rental agreement at City Hall for another 24 months. Delinquent property tax notices have been mailed to the residents. In Public Works, a wrought iron fence section is loose on South Lyndon Lane. With regards to the latest snow removal, it was successfully completed. 

COMMISSION REPORTS

MAYOR’S REPORT
Mayor Masick stated she attended the January meeting of the Jefferson County League of Cities meeting. At that meeting, the topic of a LG&E franchise agreement was discussed. Attorney Singler explained that the City does not have an agreement with them to rent the right of ways; however, if the need should arise an agreement could be established. 

CODE ENFORCEMENT/SANITATION REPORT – Commissioner Hancock
No report. 

GENERAL GOVERNMENT REPORT –Commissioner Jackson
Commissioner Jackson reported a certificate of deposit had matured on February 8, 2022, and it will be closed and reinvested. Other certificates will mature in May, August, and September. 

PUBLIC SAFETY – Commissioner Leavell
Commissioner Leavell reviewed the January 2022 police activity report highlighting certain areas of the City. 

PUBLIC WORKS—Commissioner Wagner
No report.

ATTORNEY’S REPORT – Attorney John Singler

City Attorney Singler introduced Municipal Order 22-15—A MUNICIPAL ORDER AMENDING AND ADDING TO MUNICIPAL ORDER 21-33, SERIES 2021, FOR A CERTAIN DRAINAGE PROJECT IN AND TO USE THE AMERICAN RESCUE PLAN ACT (ARPA) FUNDS TO FUND BOTH OF THOSE PROJECTS TO RESPOND TO THE COVID 19 HEALTH EMERGENCY. After some discussion, Commissioner Wagner made a motion to approve MO 22-15. Commissioner Leavell seconded her motion. Motion carried unanimously. 

Mr. Singler read Ordinance 22-01 for second reading and passage—AN ORDINANCE ADOPTING A POLICY FOR SUSTAINED CRIMINAL ACTIVITY AT A PROPERTY TO BE DEEMED A PUBLIC NUISANCE. After some discussion, Commissioner Jackson made a motion to adopt Ordinance 22-01, with amendments using the Kentucky League of Cities’ format. Commissioner Wagner seconded his motion. Voice roll call was taken, Mayor Masick—yea, Commissioner Hancock—yea, Commissioner Jackson, Commissioner Leavell—yea, and Commissioner Wagner—yea. Ordinance 22-01 was enacted with a unanimous 5-0 vote.

For review and discussion at the next meeting, Mr. Singler distributed revisions for ordinances pertaining to parking and yard debris. 

CITY ENGINEER’S REPORT—Chris Crumpton 
Mr. Crumpton reported he is designing a drainage value rating system to be presented at the next Storm Water Advisory Committee meeting. 

TREASURER’S REPORT – Treasurer Mike Rhodes
No report. He commended Mr. Leidgen for his maintaining City Hall while other staff members were out with Covid-19. 

ADJOURNMENT    
At 5:33 p.m. Commissioner Wagner made a motion to adjourn. His motion was seconded by 

Commissioner Jackson. Motion carried unanimously.
